- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-375-P-11-614126 and is issued as an Request For Proposal. The solicitation document and incorporation provisions and clauses are those in effect through the Federal Acquisition Regulations. The associated North American Industrial Classification System (NAICS) code for this procurement is 522320. This requirement is unrestricted and is not set-aside for small businesses. The small business size standard is 500 employees. The National Resources Conservation Service (NRCS) requires the services of audit remediation assistance for the base period of performance of October 1, 2011 through September 30, 2012. There will be a base year and three option years. This will result in a firm, fixed price contract. Proposals shall be submitted in two separate volumes/files; 1. A Technical proposal which content and arrangement shall be as described in the provision entitled, "Instruction for Preparing the Technical Proposal", and 2. A Price Proposal, which shall be prepared in detail on a basis as described and set forth in the provision entitled, "Instruction for Preparing the Price Proposal". Instruction for Preparing Technical Proposal: (a) The technical proposal shall effectively demonstrate a thorough understanding of the Statement of Work, and demonstrate the offeror's ability to meet the project requirements and provide the deliverables described in the work statement. (b) Technical proposal should be practical, legible, clear and coherent. General statements that the offeror can comply with the requirements will not, by themselves, be adequate. Failure to provide the technical information requested may be cause for rejection of the offeror. To permit objective evaluation of the technical proposal, No Cost or Price Information Shall Be included in the Technical Proposal. (c) Technical proposals shall address at a minimum, capability and experience of the contractor; qualifications of the audit team; technical and managerial approach to the work and past performance (provide references/letters that describe the performance) of relevant work within the last 5 years. The references shall be verifiable by providing contact information. Instruction For Preparing Price Proposal: (a) A lump sum firm, fixed price shall be submitted by each offeror for the required services.Pricing shall be included and provided for the base terms and each option year. Option year pricing will be included in the evaluation.(b) Offerors are hereby notified that even if other cost or pricing data are not initially requested in this solicitation, the Contracting Officer reserves the right to request such data if it is later found necessary.(c)For proposal purposes only, offerors should assume travel will be at the rate in accordance with the Federal Travel Regulations. Selection Criteria: Award will be based on the lowest price technically acceptable offer. 0001. Audit Remediations Assistance, Quantity 1 Each, Unit Price:$___________________ Each.Offerors must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
