Description
This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Distribution will take procurement action in this matter. Further, DLA Distribution will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request for Proposal (RFP). The DLA Distribution J7 Acquisition Management Office is conducting market research to determine the extent of small and large business sources capable of performing Hazardous Materials Management services as a 3PL product provider with responsibility for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, and reuse of Hazardous Materials at DLA Distribution Corpus Christi supporting the Corpus Christi Army Depot (CCAD). Any follow-on procurement strategy will be based on the results of the information provided from Offerors and available funding. The Contractor will be responsible for providing compliant Hazardous Materials (HM) Management support (labor and materials) to all authorized customers. The work effort includes but is not limited to: a)Comprehensive HM Project Management b)Complete supply chain management of hazardous materials to include all procurement and ordering of materials c)Providing innovative methods of reducing costs of HM d)Utilizing the Hazardous Materials Management System (HMMS) to perform receipt, storage (to include shelf-life management), issue and tracking of HM e)Managing HM issue centers, carts, and lockers f)Maintaining Material Safety Data Sheets (MSDS) g)Performing container tracking h)Performing accountability of HM products by specific chemical constituents from cradle to grave i)Providing an approved purchasing system for materials to ensure a fair and reasonable pricing of materials to the Government j)Performing decanting and dispensing of bulk HM products k)Performing HAZMAT kitting and support packaging assembly l)Ensuring Environmental, Safety, and Occupational Health compliant HAZMAT management m)Applying knowledge of OSHA, DoD Hazardous Communications (HAZCOM) Standards, Environmental Compliance regulations The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 493110, General Warehousing and Storage. In order for the DLA Distribution to properly gauge the capability of the small and large business community, interested concerns must provide: a)A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to provide adequate staffing to perform the requirements above. b)Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, contract type and pricing structure, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above.
