- Expression of Interest Remote-Handled Low-Level Waste Disposal Project I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to design, construct and potentially operate/maintain a new Remote-Handled Low-Level Waste (RH LLW) radioactive waste disposal facility on the INL. II. PROCESS BEA is seeking qualified firms to compete for the award of a Design-Build contract in support of the RH LLW project. As determined by BEA, responders to this EOI will receive a Request for Qualification (RFQ) that will result in a down-selection of the most qualified firms under a source selection process. The RFQ will require that the Design-Builder address qualification criteria, up to and including • teaming arrangements and information; • financial and bonding capacity; • safety record; • demonstrated experience and expertise with similar projects; • demonstrated experience and expertise on design-build projects; • managerial resources and management plan; • past performance and capacity to perform; and • NQA-1 Quality Assurance program and implementation. Selected firms will then receive a formal Request for Proposal (RFP), which will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. A best value award decision will be utilized, where technical and price advantage will be evaluated and weighed to determine the successful offeror. Interested firms are advised that RFQ release is anticipated in October 2011; RFP release is anticipated in December 2011; and source selection/award decision is anticipated in October 2012, depending on availability of capital funding. The contract award type will be firm-fixed price. III. FACILITY DESCRIPTION The proposed RH LLW disposal facility will be constructed on a previously undisturbed location on the INL Site located approximately 50 miles west of Idaho Falls, Idaho. This facility will include 250 concrete disposal vaults, with options to increase to 400 vaults, a support office and maintenance building, new paved roads, security fencing and systems, and utilities (fire protection, electrical, potable water, sanitary sewer, and telecommunications) from an existing facility located approximately ¼ to ½ mile away. The concrete disposal vault system will consist of precast concrete cylinders of varying diameters and lengths stacked on-end in various arrays depending on the origins of the radioactive waste. Each stacked cylinder will be placed on a concrete base and will have a separate removable concrete plug placed on the top of the cylinder to serve as a radiation shield and a water barrier. An artist rendering of the facility is provided for information. IV. RELEVANT CONSIDERATIONS 1. The INL has an existing operating remote handled low-level waste disposal facility upon which the conceptual design for this new facility is based. 2. The project is being conducted in accordance with the project management requirements in DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets. The project has received CD-1 approval, and the initial estimated cost range based on the conceptual design is between $25 and $50 million. 3. An Environmental Assessment (EA) has been developed to satisfy the NEPA requirements for this Federal action. The EA was released to the public in August 2011. 4. The new facility will be a Congressional line item projected to obtain authorization and initial capital funding in the Federal fiscal year 2013. Completion of construction is required by September 30, 2016, and the DOE readiness review process is required to be completed by September 30, 2017 to allow beneficial use on October 1, 2017. 5. The concrete disposal vaults system is designated to be a Hazard Category 2 nuclear facility under DOE regulations and orders. In accordance with DOE STD 1189, a preliminary Documented Safety Analysis (PDSA) will be completed by BEA based on final design documentation obtained from the Design-Builder. DOE approval of the PDSA must be obtained prior to the start of construction; therefore, the time between completion of the final design and initiation of construction is anticipated to be approximately six months. 6. As a designated nuclear facility, the RH LLW disposal facility must be designed and constructed in strict accordance with a NQA-1 quality assurance program. BEA will approve the Design-Builder's QA program and provide oversight to ensure implementation and compliance. 7. The DOE will issue a disposal authorization statement in accordance with DOE O. 435.1 prior to the start of construction. A Low Level Waste Federal Review Group (LFRG) will review compliance documents (radiological performance assessment, composite analysis, closure plan, and monitoring plan) that are currently being prepared by BEA. 8. The Design-Builder will support the DOE readiness review process by provision of completed as-built drawings, construction records, vendor information, and other supporting information to verify operational readiness. 9. BEA will manage the project utilizing the ANSI/EIA-748-A, "Earned Value Management System." The Design-Builder will provide and report to a detailed schedule with a schedule of values in accordance with the BEA control account schedules. 10. BEA and the DOE are currently evaluating the potential for including an Operations and Maintenance (O&M) requirement into the RH LLW Design-Build contract, either as part of the base scope of work or as optional scope. 11. All personnel on the project, whether direct hire or subcontract, are expected to participate in achieving work in a safe, compliant, and environmentally responsive manner. Construction activities will be conducted in accordance with INL standards that establish a minimum set of controls for all construction with application of a risk-based, graded approach to establish greater control and rigor when needed. V. SUBMITTAL Please provide your expression of interest to the undersigned by close-of business on September 16, 2011. Included should be sufficient written information confirming the responder's qualifications as a potential offeror under the solicitation. Note that responses must be no more than ten (10) pages in length. Only potentially qualified offerors will receive the RFQ for the RH LLW project.
