Description
The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for a Tactical Potable Water Chiller. Potential offerors with the ability to meet the water chiller objectives listed below are requested to provide information on their solution, whether it is data on existing systems, integration of existing components to deliver a system, or development approach for new systems. The Governments seeks to ascertain the degree to which the requirements can be met with current or planned products, the developmental or production ready status of products, and rough order of magnitude costs to deliver one system within 6 months. It is requested that interested parties provide a description of ability to deliver a system that can provide the following minimum capabilities: Operate at ambient air temperatures and water temperatures > 120 degrees F Water pull down temperature of at least 25 degrees Interoperable with: -D0880 M149 400 gallon water trailer -B2086 SIXCON 900 gallon water tank -B0571 Collapsible 500 gallon water drum Cool bulk potable water at throughput of 10 gallons per hour Operate safely and hygienically Designed and built for rugged operational environments where the environmental conditions are routinely encountered in an unprotected, uncontrolled climate and including sand, dust, rain, and condensing humidity. Compatible with current USMC mobile power generation assets (110 VAC, single phase, 60 Hz) Maintain and store minimum of 40 gallons of chilled water in insulated tank Skid mounted, self-contained, man-portable (less power source) No special skills or training shall be necessary for operation Acquisition Objective “ 500 units fielded It is requested that potential offers provide a Rough Order of Magnitude on system cost for a notional water chiller prototype, to include development and low rate production (up to 5 systems), as well as production cost unit price. It is requested that potential offers provide information on their experience, personnel and teaming partners to accomplish the state program, to include: What is your experience with USMC water systems? What experience do you have with water chilling? What experience do you have with integration and ruggedization? Given a limit of 3000 W of electric power, what temperature delta, water throughput (gallons per minute), and volume of cooled water can your system provide? Can your system accept worldwide power input or DC input (100-240 VAC single phase 50/60 Hz; 24-28 VDC)? If asked to provide a system which can accept these inputs, what technical challenges and weight/volume tradeoffs do you expect? The Government will be available for discussion of this topic at Modern Day Marine, 27-29 September 2011, Quantico Virginia. Marine Corps Systems Command will coordinate meetings with personnel. Technical data on the USMC water source systems listed above is available by request; please contact the Contract Specialist listed in this notice. It is requested that potential offerors provide information on corporate position, to include whether you are a Small Business. Vendor comments on ways to improve on the listed objectives are highly desired. This data will help the Government shape its acquisition strategy for this capability. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such data.
