- Introduction: Pursuant to FAR Subpart 13.5 the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: ORTHOMETRIX, INC., White Plains, NY 10604. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The contractor will deliver a XCT 3000 Large Bore pQCT Scanner for volumetric measurement of hard tissue that includes: comprehensive data gathering/image analysis software, bone geometry parameters, built-in DBF program & solid state detectors, arm holder, tibia/foot holder, customized high adjustable table (complete), and one year warranty on all scanner parts and labor. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Acquisition of the XCT 3000 Large Bore pQCT Scanner without competition is justified because Orthometrix, Inc. has the proprietary rights as the designer, developer and sole manufacturer of this instrument. No other instrument has been found that is capable of meeting these requirements. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: In accordance with FAR Part 10, Market Research was conducted in June 2011 by the requestor for this acquisition by reviewing available online information, contacting vendors of related equipment as well as available industry and government online sources. The result of this research indicates that there are no other devices capable of measuring bone strength. The pQCT technology provided by Orthometrix is uniquely capable of meeting the requirements for the USARIEM research and is the only viable option in the marketplace at this time. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
