Description
The U.S. Department of Commerce, NOAA, Eastern Region Acquisition Division-Kansas City, MO (ERAD-KC) and the Atlantic Oceanographic & Meteorological Laboratory (AOML) intend to solicit for purchase of 1 each, Desktop X-ray Microtomograph Scanner. The CT (X-ray Computed Tomography) scanners are commonly used in engineering and medical fields to accurately describe internal structures. This machine will leverage labor from current AOML projects and greatly reduce the workload required, while simultaneously leading to an exponential output of results, for variables that they are already measuring. With this machine, AOML can get at these variables (coral growth/calcification, bio erosion) in a much faster and sophisticated manner. The machine essentially requires the user to push a button and it does a scan. This machine directly measures density and structure down to the micron scale. TECHNICAL CRITERIA: Pixel Size: 80µm isotropic voxel or smaller; X-ray source: 65kv, 40W, comparable or greater, capable of transmitting through calcium carbonate of several cm in thickness; Digital x-ray cameras 1280x1024 pixels, 12-bit or comparable; Object Size: larger preferable. Recommended 80mm diameter x 200 mm length, comparable or larger; Computer Hardware: Dell workstation with dual quad-core processors or greater; Measureable parameters: density, volume, surface area, pore volume, digital 3D volumetric reconstruction; Training and installation required; and Phantoms required for density measurement and calibration. Overall System Accuracy: The system should be able to attain an isotropic voxel size of 80µm (1024x1024x1024) or better. Accurate scans must be possible with several minutes, minimizing the time living samples are kept out of water. Overall System Description: The system uses x-rays in a shielded container, coupled with digital x-ray detectors to digitally reconstruct a three dimensional model of the sample object. This reconstruction allows highly accurate volumetric and surface area measurements of features both external and internal to the sample object. Finally, software and density standards included with the system allow precise and accurate measurement of skeletal density, allowing for calculation of calcification over small temporal scales. The NAICS code for this action is 334516. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NRMAD0001103146. The following components should be used in production unless it can be unequivocally shown that alternate parts improve accuracy and robustness. Emitter: The system must contain an air cooled 65kv, 40W x-ray source or comparable, capable of transmitting through calcium carbonate samples (aragonite) several cm in thickness. Detector: The system must include digital x-ray cameras (1280 x 1034 pixels, 12-bit). Computer: The following computer hardware, or comparable, must be included with the purchased system. Dell workstation with Dual Quad-Core processors, 2 GB RAM, DVD-RW, (2) 120 IDEHDDS, PCI-SVGA 258 MB GLAccelator, two digital frame grabbers + PCI analog frame grabber, 19 ' Flat Panel Monitor, MS IntellMouse, 10/100/1000 network card, Windows XP. Density-calibration phantoms: Three density phantoms (small, 2mmBMD; medium 8-16mm; large, 32mm) and accompanying foils should be included with the system to allow the calibration and accurate measurement of skeletal/carbonate density. Software: Software must be included which has the capability of volumetric reconstruction as well as the ability of directly measuring density, volume, surface area, pore volume. Installation and training: The purchase price must include at least 2 days of onsite training and installation of the scanner, computer and software. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. The line items shall be provided in accordance with the specifications listed below. The price shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be the following: 52.212-3 Representations and Certifications - Commercial Items (May 2011), 52.212-4 Contract Terms and Conditions-Commercial Items (Jun 2010), 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 2011) (Sections 11, 21, 24, 25, 26, 27, 29, 40, 45), 1352.209-73 (Apr 2010) Compliance with the Laws, 1352.209-74 (Apr 2010) Organizational Conflict of Interest, 1352.233-70 (Apr 2010) Agency Protests, 1352.233-71(Apr 2010) GAO and Court of Federal Claims Protests, 52.209-4 First Article Evaluation-Government Testing Evaluation, and 52.247-34 F.O.B. Destination, within Consignee's Premises (Apr 1984). The FAR provision is incorporated into this acquisition by reference is as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008).
