- Attached is the solicitation which includes the statement of work as well as terms and conditions. General Requirements: Provide an Online Learning Suite for the Library of Congress' Outreach and Learning Initiative under Open Market Procurement. See attached "Statement of Work/Specification Section C7" document for full details. This procurement is requested by the following Service Units and LS office: Library Services, FLICC/FEDLINK, and OSEP. Scope: The online learning suite must be robust, flexible, and capable of multiple functions in support of the wide and varied learning, business, and outreach activities of the Library of Congress, to include its twenty-one custodial divisions, overseas offices, satellite locations in Virginia and Maryland, the Law Library, the Copyright Office, the Center for the Book, FLICC/Fedlink, the Office of Security and Emergency Preparedness, the National Library Service for the Blind and Physically Handicapped, and the American Folklife Center, among others. Since the Library's audiences are diverse and dispersed across the globe, the online learning suite must be easy to operate by all of the Library's constituencies, including those with special needs, and perform flawlessly on a wide range of operating systems, web browsers, and connection speeds. To operate seamlessly within the constraints imposed by firewalls and other security measures of both the Library and its many and varied audiences, the online learning suite must not require the download and installation of client software. To serve and provide access to Congress and the American people, this online learning suite will provide service for an unlimited number of global participants requiring training or participation in one of the Library's synchronous online cultural or educational programs or events. Cost: The estimate is $60,000 per year. Period of Performance and Delivery Schedule: The period of performance of this contract is from the date of the award. The support and maintenance will continue for one year for an annual contract with the option to renew the service for an additional 4 years.
