Description
The Mission and Installation Contracting Command, Fort Drum, New York, has a requirement for a used Aircraft Tow Tractor. This is not a Solicitation Synopsis and not a Request for Quote. There will not be a solicitation available at this time, and does not obligate the Government to any contract award. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified Small Businesses. The North American Industry Classification Code (NAICS) 336120 (Commercial and Institutional Building Construction) and the Small Business Size Standard is 1,000 Employees. The Government will use responses to this Sources Sought Synopsis to make an appropriate acquisition decision about soliciting this project. Aircraft Tow Tractor Specifications: A 1996 or newer U30 Aircraft Tow Tractor, must be able to tug/push back loaded C-5/B-747/L-1011 Type Aircraft. GVW not less than 100,000 lb No more than 1,000 hours on the machine Drawbar pull 72,000 lb Maximum Not to exceed 300 inches in length with standard hitches Not to exceed 70 inches in height Not to exceed 110 inches in width Wheelbase of 124 inches or less Six cylinder diesel engine/not less than 7.14L Automatic transmission (four forward and three reverse speeds) Front and rear hitches 3 mode steering (coordinated, track, crab) Downshift inhibitor Upper surface access steps Hydraulic lifting cab Backup Lights Turn signals, side markers/emergency flashing lights Urethane Paint Dual rear view mirrors Fuel Water Separator Automatic Lube System Engine Glow Plugs for Cold Weather Start Front and rear communication jacks Anti-skid matting on top of tractor Standard Gauges Fully Operational The successful Contractor will be required to deliver the Aircraft Tow Tractor to Fort Drum, NY 13602 FOB Destination. If an award is made it will be made on the basis of Best Value, Technically Acceptable and Price. IAW FAR 13.106-1 (a) (2) and 13.106-2 (b) (4) (ii). The Government will reserve the right to conduct an inspection prior to the award being made. The following information is required: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State if your firm is a Small Business, must provide DUNS number and Cage code with response. 3. Must be or able to be CCR (Central Contract Registration) and ORCA (Online Representations and Certifications Application) registered within seven days of this notice. If you can meet all of the requirements for this project, please respond to this Sources Sought Synopsis by e-mail or mail to Mission and Installation Contracting Command, Attn: Shannon Dunmire, 45 West Street, Fort Drum, NY 13602, e-mail shannon.dunmire@us.army.mil. Responses must be received no later than 1:00 p.m. eastern time, on 31 August 2011. RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this Sources Sought Synopsis, and failing to provide ALL of the required requested information will not be used to help the Government make the acquisition decision, which is the intent of this Sources Sought Synopsis.
