- PRE-SOLICITATION NOTICE ONLY: SOLICITATION WILL BE ISSUED ON OR BY AUGUST 27, 2011. OFFERS-QUOTES WILL BE DUE BY COB MONDAY, SEPTEMBER 19, 2011. The project consists of the following general scope of work: The Contractor will provide services in support of the development, training and application of smoke modeling tools and products for support of wildland fire planning, operations and decision-making for the USDA, DOI and other agencies.... The awarded Contractor shall be expected to build upon existing technical expertise in scientific modeling, scientific model visualization, and website tools to become a leading expert in the BlueSky smoke modeling framework and other systems underlying the air quality tools included in the Air Quality Portal (current and in development). The Contractor shall utilize this expertise to advise the USFS AirFire Team on how to best modify and develop the underlying system to meet the needs of the WFDSS air quality tools including reliability, robustness, sustainability, and understandability. Background... The contract to be issued as a result of the upcoming solicitation will be designed to engage a senior level expert on scientific modeling and visualization to • analyze the current systems; • identify and prioritize changes that need to be made; • create examples and new systems as needed, and; • help guide staff in making additional changes as will best serve the WFDSS community. As such the contractor is expected to engage with USFS AirFire staff and contractors and be available for face-to-face interactions with the development team. A Request for Quotations - (RFQ) solicitation will be issued for the performance of all work items. This acquisition is set aside in total for small business concerns.
