- CONTSTRUCTION MATOC/IDIQ FOR GENERAL CONSTRUCTION AND FIRE ALARM MODIFICATIONS Stratton VA Medical Center The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Request for Proposals numbered VA-528-11-RP-0243, for a project entitled "CONSTRUCTION MATOC/IDIQ FOR GENERAL CONSTRUCTION AND FIRE ALARM MODIFICATIONS" on or about the week of October 3, 2011. Unless additional notice is given or this notice is modified, the full RFP will be posted to the Government-wide Point of Entry (www.fbo.gov). The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS code will be236220, with an applicable small business size standard of $35.0Million. The estimated construction value of this project falls within the range of $1,000,000 and $5,000,000. The VA anticipates the use of a "best value trade-offs" evaluation method. A bid guarantee will be required to respond to this RFP once released. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. As a result of this solicitation, the Government intends to award a maximum of (5) five Firm, Fixed-Price Indefinite-delivery, Indefinite-quantity, (IDIQ) Task Order Contracts for providing repairs and renovations to buildings on the campus of the Stratton VA Medical Center, Albany, New York as well as the Transitional Residence Houses located in outlying areas of 43 Tampa Avenue, Albany, NY, 223 Delaware Avenue, Delmar, NY and 893 Fifth Avenue, Troy, NY. The contractor shall provide all labor, material, tools, equipment, transportation, and qualified supervision to perform individual Task Orders. Task Orders may include asbestos abatement, demolition, carpentry, painting, wall covering installation, flooring installation, concrete, roofing, exterior siding or masonry, electrical, HVAC and plumbing. Work also includes repairs and renovations to the NOTIFIER (Honeywell) fire alarm system protecting the entire campus of the Stratton VA Medical Center, Albany, New York. The contractor shall either be an authorized NOTIFIER (ESD) Engineered Systems Distributor or have a mechanism in place to ensure that work on the existing fire alarm system under this contract is accomplished by one in order to qualify for this contract. The contractor shall provide all labor, material, tools, equipment, transportation, certified technician, and qualified supervision to perform individual Task Orders. Task Orders may include installation of one or more new alarm system devices, programming newly installed devices, updating the ONYX workstation with modified floor plans and icons, demolition of alarm devices, installation of electrical conduit and wiring. The Contracting Officer will not be able to answer any questions to this notice until a Request for Proposals is issued and only by Request for Information (RFIs)
