- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: The U.S. Department of Veterans Affairs, Contracting Office at the VISN 17, North Texas Veterans Affairs Health Care 4500 South Lancaster Road, Dallas, Texas 75216 proposes to enter into a firm-fixed price contract on the basis of justification for other than full and open competition for the VA Dallas Healthcare System. The Purchase Request number is 549-11-4-5296-0031. 2.Nature and/or Description of the Action Being Processed: This justification for other than full and open competition is for the acquisition of additional interactive hospital directory & wayfinding kiosks with RedyRef, a Division of Dawnex Industries under purchase request 549-11-4-5296-0031. The additional wayfinding kiosks will be installed and integrated with existing kiosks already on station at the Dallas VAMC to meet VHA, Office of Patient Centered Care and Cultural Transformation and VISN mandates to assist patients and visitors to locate clinics, services, food court, etc. The kiosks will be installed at main entrances, elevators, and other high-traffic areas. This implementation of additional kiosks throughout the Dallas VA Medical Center is part of the ongoing initiative to deploy a new model of care for Veterans. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The requirement is to provide the Dallas VAMC with additional Interactive hospital directory kiosks, hardware/software maintenance, management server, installation, and training at a estimated cost of $400,000.00. These Kiosks will be a combination of wall mounted and free-standing to include hospital directory and wayfinding kiosk software systems, including custom graphics and 3D animation screen, 2D floor maps, map linkage program, auto upgrade, 2D area map, 2D touchscreen LCD panel. Hardware and software maintenance will be off-site. The interactive kiosk server will provide management for all kiosk systems. Installation will include mounting of wall mounted kiosks and/or anchoring the free standing units in place, connecting power and data, setup, configuration of software and testing. Extended training for staff will also be provided once the additional kiosks are in place and working. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(c) (5), as implemented by FAR 6.302.1 (x) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): RedyRef, a Division of Dawnex Industries is the sole proprietary manufacturer of the interactive wayfinding kiosks. The VA Dallas Medical Center already has these particular Kiosks on station. The request is to install additional kiosks to match the existing hospital directory software throughout the medical center to assist patients and visitors to locate clinics, services, food court, etc. The additional kiosks must match the current kiosks that are already on station due to proprietary software systems and exclusive software licensing agreement, which were also previously approved by the Information Security and Chief IT Officers. Other manufacturer's kiosks cannot tie into the already existing system. All materials and service must be compatible in all aspects (form, fit and function) with existing systems presently installed on station. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This justification will be synopsized in accordance with 5.201 on FedbizOpps.Gov. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated dollar value for the contract action is for $400,000.00. Delivery of the kiosks is about 8-12 weeks. The period of performance of the software and hardware maintenance begins October 1, 2011 and finishes on September 30, 2013. The services provided by ReyRef have been determined to be commercial in accordance with FAR 2.101; cost or pricing data will not be required. The Contracting Officer will determine that the anticipated price will be fair and reasonable based on market place analysis. The market place price comparison will be based on proposed pricing for similar items. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: FAR Part 10 directs that market research be conducted on each acquisition appropriate to the circumstances. Market research has been conducted and it is determined that there is no other vendor that can tie in additional kiosks as the system that is currently on station is proprietary to the manufacturer. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: Delay in award would be harmed as two separate system installations may caused delays and complications during the synchronization of new units vs. a single install and system set up. This project is part of the VA taking a historic step in redefining medical care for Veterans with the adoption of a modern health care approach called, PACT which stands for Patient Aligned Care Team. Pact is VA's adaptation of the popular contemporary team-based model of health care. The VA Office of Patient Centered Care and Cultural Transformation will begin at four VA medical centers, Birmingham, Alabama, East Orange, New Jersey, Dallas, Texas, and Los Angeles, California. By adding the additional kiosks for patients, the Dallas VA is fulfilling its first steps in provided Patient Centered Care to our Veterans. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: In the future, other similar requirements which 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: In the future kiosks will be expanded to other clinics in the North Texas VA Healthcare system. In order to maximize competition a sources sought notice will be submitted through FedBizOpps.Gov to determine other sources in the market place that can provide equal interactive wayfinding kiosks.
