- Justification for other than full and open competition for the Regional Referral Hospital Patient Isolation Facility - NOI-RML-11037. This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with St Patrick Hospital, located in Missoula, MT, a Regional Referral Hospital (RRH for a follow-on order for an existing patient isolation facility, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-11037. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, dated 8/4/2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 622110 and the small business size is $34.5. The Rocky Mountain Laboratories (RML) has been charged with providing a continuation of services for a patient isolation facility that will provide isolation capability for Rocky Mountain Laboratories' (RML) workers and visitors with known or potential exposures to, or illnesses from, work-related or laboratory acquired diseases. The period of performance of this contract will consist of one (1) twelve month base period and four (4) twelve month option years and is estimated to begin 9/29/11 through 9/28/12. The decision to extend will be made by the Government. SCHEDULE: The patient isolation facility shall be at St. Patrick Hospital, in Missoula, MT, which is an accredited medical facility (hereinafter referred to as the Regional Referral Hospital (RRH). The RRH shall make this isolation facility available for use by NIH/RML within 8 hours of official notice. Notice will be provided by authorized NIH/RML personnel. The RRH shall be able to safely provide the full range of standard in-patient care and services for RML staff or visitors confined within the patient isolation facility. These services shall include all requirements specified in the Statement of Work. The RRH shall provide to the RML, a written training plan describing the training to be given to all hospital staff members assigned to the isolation facility. The curriculum for this training shall be based on the isolation facility SOPs. Prior to implementation, the training plan associated with the operation of the isolation facility shall be reviewed and approved by RML. The RRH shall provide annual training to all staff members assigned to the isolation facility. The RRH shall document the participation in this training of all staff members assigned to the isolation facility, including training drills, and shall maintain this documentation as part of the annual training records. The RRH shall have the ability to maintain patient records electronically. The RRH shall secure patient information against unauthorized access at all times and shall conform to the Health Insurance Portability and Accountability Act of 1996 (HIPAA) as described in 'Standards for Privacy of Individually Identifiable Health Information' 45 CFR Parts 160 and 164. The RRH shall have the ability to download patient information to Word or WordPerfect for e-mailing. The RRH shall have the ability to share patient information electronically with the Rocky Mountain Laboratories, National Institute of Allergy and Infectious Diseases, National Institutes of Health; Centers for Disease Control; and others as necessary. The RRH shall keep the following records pertaining specifically to the patient isolation facility: Infection control records, HEPA filter inspections records, autoclave validation records, and annual training records. The records shall include descriptions of any non-conformance events and the corrective actions taken. The RRH shall be required to report in the Government's Contractor Performance Assessment System(CPARS) The RRH shall make the isolation facility available to inspections by the Contracting Officer or their duly authorized representative, and representatives of the RML Associate Director of the Office of Scientific Management(OSM), and the NIH Office of Research Services. Deliverables from the RRH shall include; an annual status report on the anniversary date of the contract term; an annual training plan; patient information related to patient care and treatment in the isolation facility; copies of records pertaining to the isolation facility, specifically, infection control records, HEPA filter inspection records, autoclave validation records, annual training records. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; FAR52.227-14 Rights In Data General; HHSAR 352.224.70 (b)(f) Confidentiality of Information Clause, 52.217-9 Option to Extend the Term of the Contract.
