Description
NBS Expert Management Support Services Request for Quotations (RFQ) NBS Expert Management Support Services Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the synopsis; proposals are being requested electronically to Mr. Raymond Hawkins, hawkinsra@mail.nih.gov. This solicitation is being issued as Request for Quotations (RFQ) under NLM-11-129-RSH. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541611- Administrative Management and General Management Consulting Services. It is the intent of the National Library of Medicine (NLM), to acquire professional expert management support services to the NIH Business System (NBS) Project Office, Deputy Director for Management and the NIH Director and Deputy Director on behalf of the National Institutes of Health. This solicitation/synopsis is a 100% small business set-aside. Title: NBS Expert Management Support Services This solicitation is for the assistance from an individual with an expert understanding of senior federal management, budget and related administrative systems, and experience and expertise in management related issues whom will work independently and not as an agent of the Government. NIH requires the expert technical consulting services to support the NBS project for a period of three years. Specifically, the contractor shall assist the NBS Functional Manager in the following areas: Provide overall project and business management assistance to the NBS Project Office. These services include: planning; organizing and coordinating assigned projects and activities for the NBS. The specific current tasks include assistance on the following: • Performing complex policy and issue analyses for the NBS Project on a myriad of topics as assigned by the Project Manager. Following these analyses, develops appropriate policy documents/memoranda/reports/presentations for NBS review. • Serves as staff expert to NIH Management and Budget Work Group • Provides management and budgetary analyses to the co-chairs of the MBWG on issues within the purview of the MBWG. • Serves as a staff expert to the Clinical Center Governing Board Project deliverables associated with the above tasks of the NBS, DDM, NIH Director, and Deputy includes: • Regular written and/or verbal analyses and reports to the Director NBS, the Deputy Director for Management, NIH and as requested the Director and Deputy Director, NIH. • Monthly reports on all activities performed during the previous month. • Reports as specified by the Project Manager in conjunction with the activities outlined above. Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items (September 2006). Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (November 2006). The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (February 2007); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (March 2007). This is a Request for Quotations (RFQ) and the Statement of Work is attached as well. There are no other documents that will be issued for this requirement at this time. All quotations must be received by 3:00 p.m. EST on Friday, September 9, 2011. Please reference the solicitation number, RFQ-NLM-11-129-RSH, on your quotation. Parties interested in providing a competitive price quote for this requirement may send all quotes and proposals via email to hawkinsra@mail.nih.gov within 15 days from date of synopsis. Additionally, if you have any questions please contact Raymond Hawkins at hawkinsra@mail.nih.gov. All questions for this requirement must be submitted by 3pm EST on Thursday, September 1, 2011. In order to receive an award, vendors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
