- Under the authority of FAR 6.302, Weatherdata Services, Inc. is the only vendor providing the required package of services required and no other supplies or services will satisfy VISN 9 requirements. The Dept. of Veterans Affairs, Network Contract Activity, VISN 9 intends to make a sole source award to Weatherdata Services, Inc. with an estimated value of $173,055.00 for the purchase of a Weather Monitoring and Notification System. This product will be used at the Memphis VAMC and 14 additional locations surrounding the Memphis, Tennessee area and will work in conjunction with existing equipment to maintain consistency and agency standardization. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, Weatherdata Services, Inc. is the only vendor of this package of weather monitoring and notification services and no other supplies or services will satisfy VISN 9 VAMC Memphis requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Further market research and analysis indicates other companies' similar products, or products lacking a particular feature, do not meet, or cannot be modified to meet, the agency's needs. The cost to compete in an attempt to procure similar services does not out weight the benefit of the services currently provided through Weatherdata Services, Inc.. The cost for this requirement is $34,611.00 annually. This requirement will have 4 additional option years and the total cost including all options is $173,055.00. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Detailed capabilities must be submitted to Monica Kinderknecht, Contract Specialist, Monica.kinderknecht@va.gov no later than September 2, 2011 @ 12 pm Central Standard Time.
