Description
(i) The solicitation number is W911QX -11-T-0179, which is a RFP. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 (iii) This acquisition is set-aside for Small Businesses. The associated NAICS code is 333298. The small business size standard is 500. (iv) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Quantity of One (1) HEMP Power System (v) Description of requirements: C.1. The contractor shall provide one (1) Transportable High Altitude Electromagnetic Pulse (HEMP) Hardened Power System (HPS) that consists of the following components: One (1) overall transportable shelter unit shall house one (1) UPS Trailer and one (1) Generator Trailer The UPS Trailer shall house: Two (2) Environment Control Units (ECUs) One (1) Automatic Transfer Switch (ATS) One (1) 80KVA Uninterruptible Power Supply (UPS) system Two (2) HEMP Power Filters in Two (2) Filter Cabinets The Generator Trailer shall house: Two (2) 200 kW diesel generators C.2 The Contractor shall deliver one (1) Transportable Shelter Unit C.2.1 Transportable Shelter Unit Specifications C.2.1.1 The outside dimensions of the overall shelter unit shall be 24 feet wide, 24 feet long, and 10 feet tall. C.2.1.2 The exterior skin of the shelter unit shall be composed of 10 gauge A1011 cold steel C.2.1.3 The frame of the shelter unit shall be composed of 6 inch by 6.25 inch thick tubular steel C.2.1.4 The shelter unit shall be hardened in accordance with MIL-STD-188-125-2 C.2.1.5 The shelter unit shall have the following penetrations pre-fabricated and hardened in accordance with MIL-STD-188-125-2. 1. Critical Power entry ports 2. HEMP hardened personnel doors and escape hatches 3. Fiber Optic (FO) communications panels 4. FO Waveguide-Below-Cutoff (WBC) connectors 5. WBC air vents C.2.1.6 The UPS trailer and the Generator trailer shall be connected via a shielded connector module to connect wiring between UPS Trailer and Generators Trailer. C.2.2 The UPS trailer shall house the following items and have the following specifications: C.2.2.1 Two (2) Environmental Control Units (ECUs) to cool the UPS trailer C.2.2.1.1 Each ECU shall be capable of an 8 ton cooling rate of 96,000 British Thermal Units (BTU) per hour C.2.2.1.2 Each ECU shall be capable of a heating rate of 33,000 BTU per hour C.2.2.2 Two (2) Filter Cabinets containing two (2) HEMP Filters C.2.2.2.1 Two (2) Filter Cabinets C.2.2.2.1.1 The Filter Cabinets shall be constructed of #14 gauge Cold Rolled Steel (CRS) with galvanized bulkhead C.2.2.2.1.2 The Filter Cabinets shall have a white epoxy finish to all non-conductive surfaces C.2.2.2.1.3 The Filter Cabinets shall have brush-plated electro-tin on all conductive surfaces C.2.2.2.1.4 The Filter Cabinets shall possess a shielded (load) compartment capable of greater than 100 decibels from 14 kilohertz to 10 gigahertz C.2.2.2.1.5 The Filter Cabinets shall be assessable by a front cover, with a dual cover design ensuring that the unfiltered and filtered sides are separated. C.2.2.2.1.6 The Filter Cabinets shall have filter inserts pre-wired to standoffs and lugs C.2.2.2.1.7 The Filter Cabinets shall have lifting hooks and mounting tabs on the back panel of the cabinet C.2.2.2.1.8 The Filter Cabinets shall be a National Electrical Manufacturers Association (NEMA) Protection Class I cabinet C.2.2.2.2 Two (2) HEMP Filters C.2.2.2.2.1 Each Filter shall have the maximum capacity of 400 amps C.2.2.2.2.2 Each Filter shall have the maximum operating voltage of 120/208 volts, 60 Hertz, 3 phases C.2.2.2.2.3 Each Filter shall be a sealed component with welded seams C.2.2.2.2.4 Each Filter shall be constructed of # 16 gauge steel with corrosion resistant plating C.2.2.2.2.5 Each Filter shall have a bleeder resistor installed C.2.2.2.2.6 Each Filter shall have HEMP surge arrestors installed C.2.2.2.2.7 Each Filter shall have an insertion loss measurement of at least 100 dB from 14 kHz - 10 GHz per MIL-STD-220A C.2.2.3 Entry Vestibule/Doors C.2.2.3.1 The UPS Trailer shall have an entry vestibule of 4 feet wide by 8 feet long. C.2.2.3.2 The vestibule shall have an inner and outer door with dimensions of 54" wide and 88" high. C.2.2.3.3 Each door and door frame shall be HEMP-shielded and shall meet the design and testing criteria specified in MIL-STD-188-125 and MIL-HNDK 423. C.2.2.3.4 Each door shall have a inch steel tube frame C.2.2.3.5 Each door shall have three (3) cam closure mechanisms C.2.2.3.6 Each door frame shall have a brass single knife edge C.2.2.3.7 Each door shall have a single gasket on the handle where the door handle meets the door closure mechanism. C.2.2.3.8 Each door shall have a recessed Beryllium copper finger-stock door seal system. The contractor shall insure that the system is designed to be removed or replaced without the use of special tools or techniques. C.2.2.3.9 The contractor shall ensure that the doors and door frames are procured as a set from a single manufacturer. C.2.2.3.10 Each door shall have four (4) heavy duty, balanced, ball bearing radial thrust hinges suitable for equally distributing the weight of the shielded door leafs. Each hinge shall be adjustable horizontally and vertically. C.2.2.3.11 Each door shall have a latching mechanism operable from both sides of the door. The latch system shall be compatible with a MIL-STD-188-125-1 interlock system, and allows for an electromagnetic seal when the door is in an interlocked configuration. C.2.2.4 Air Vents C.2.2.4.1 The intake and exhaust vents for the ECU shall be provided by RF tight honeycomb vents and in accordance with Appendix A of MIL-STD-188-125-1 C.2.2.5 One (1) Automatic Transfer Switch (ATS) C.2.2.5.1 The ATS shall be 400 amps C.2.2.5.2 The ATS shall be 120/208 volts 3 Phase C.2.2.5.3 The ATS shall have a NEMA Class 3R Cabinet C.2.2.6 One (1) Uninterruptible Power Supply (UPS) system C.2.2.6.1 The UPS shall be 80 kVA C.2.2.6.2 The UPS shall have an input voltage of 208/120 volts; 3 phase with Neutral PE C.2.2.6.3 The UPS shall have a power factor of greater than 0.99 C.2.2.6.4 The UPS shall have less than 3% Current Total Harmonic Distortion (THD) at the output C.2.2.6.5 The UPS shall have the option to run at 50 Hz or 60 Hz, with an adjustable frequency range plus/minus 5%. C.2.2.6.6 The UPS shall have a maximum current limit of 115% C.2.2.6.7 The UPS shall have a voltage regulation limitation as follows: < 1% balanced, 100% load step < 2% unbalanced, 100% load step C.2.2.6.8 The UPS shall have an overload inverter limit of 125% for 90 sec and 150% for 30 sec C.2.2.6.9 The UPS shall have an overhead bypass limit of 125% for 10 min, 1% for 10 milliseconds C.2.2.6.10 The UPS shall have an efficiency grade > 95%. C.2.3 The Generator Trailer shall house the following items and have the following specifications: C.2.3.1 Two (2) diesel generators C.2.3.1.1 Each diesel generator shall be 200 kilowatts C.2.3.1.2 Each diesel generator shall output 208 Volts at 50 Hz or 60 Hz C.2.3.1.3 Each diesel generator shall be able to operate up to 8 hours using diesel fuel from day tank C.2.3.1.4 Each diesel generator shall be able to operate up to 3 days using diesel fuel from external Under ground tank C.2.3.1.5 Each diesel generator while operating at 50Hz, 1500 RPM shall have the standby power output of 175 kW/217 kVA C.2.3.1.6 Each diesel generator while operating at 50 Hz, 1500 RPM shall have the prime power output of 157 kW/197 kVA C.2.4 Documentation, Testing, & Delivery C.2.4.1 Documentation C.2.4.1.1 The Contractor shall deliver two (2) hard copies of all warranties, owner manuals, data specification sheets, schematic drawings received from equipment contained in the HPS detailed in C.2 to the TPOC prior to shipping. C.2.4.2 Testing C.2.4.2.1 The Contractor shall ensure that the UPS trailer detailed in C.2.2, the ECUs detailed in C.2.2.1, and the HEMP Filters detailed in C.2.2.2.2, are tested and certified in accordance with MIL-STD-125-188-2, Appendix A and B, prior to shipping. C.2.4.2.2 The contractor will submit documentation of certification and all supporting test results, in the contractor's choice of formats, to the TPOC four (4) weeks prior to the shipping of the of the HPS. The TPOC will review the certification and approve the shipment for transport within seven (7) days of receipt from the contractor. C.2.4.3 Delivery C.2.4.3.1 The Contractor shall include the cost of all shipping and handling. The Contractor shall deliver the HPS to Patch Barracks, Stuttgart, Germany. The exact location to be determined by the TPOC prior to shipping. C.2.4.3.2 The Contractor shall be responsible for preparation and approval of all necessary documentation for clearance of the equipment thru German Customs, including the cost of any duty or applicable fees. (vi) Delivery is required by 04/01/2012. Delivery shall be made to Patch Barracks, Stuttgart, Germany. Acceptance shall be performed at Patch Barracks, Stuttgart, Germany. The FOB point is Destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (viii) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include five (5) records of sales from the previous twenty-four (24) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price. Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
