Description
The Department of Veteran Affairs, Center for Acquisition Innovation (CAI), 8490 Progress Drive, Suite 100, Frederick MD 21701 intends to issue a request for proposal (RFP) for a Longitudinal Study requirement. The purpose of this requirement is to collect data each fiscal year on a statistically valid sample of Veterans participating in the Department of Veteran Affairs' Vocational Rehabilitation and Employment (VR&E) Chapter 31 Program and prepare written Annual Reports on the long-term outcomes of Veterans in this program. Optional tasks include data collection of Veterans participating in the Post 9/11-GI Bill Chapter 33 Program as well. No current study of this nature exists. The longitudinal effort will center on individuals who begin participation in a vocational rehabilitation program under Chapter 31, for fiscal years 2010, 2012, 2014. The scope of the projected data for each cohort study and analysis generated is expected to provide useful demographics and trend-insight relating to the targeted Veteran customer within VR&E's rehabilitation program. To leverage this study and to obtain similar information and insight on Chapter 33 benefit usage, optional tasks to conduct a similar study on Education Service, Chapter 33 benefit usage have been incorporated. This will center on eligible Veterans and dependents under Chapter 33, for fiscal years 2010, 2012, and 2014. Eligible dependents include those who receive transferred benefits and those who receive benefits as a result of the Fry scholarship. The anticipated period of performance of this requirement is September 30, 2011 through September 29, 2012, with four 12-month options. Request for Proposal number VA 798-11-RP-0225 will be issued on or about August 30, 2011. The NAICS 611310 (Size Standard: $7M) applies to this procurement. This requirement is a Small Business Administration Section 8(a) Program set-aside under the following NAICS code: 611310 Colleges, Universities, and Professional Schools.
