- National Business Center, Acquisition Services Directorate on behalf of Joint Improvised Explosive Device Defeat Organization, J-9 Operations Research/Systems Analysis (ORSA) has awarded a task order as a sole source requirement to Bair Software, Inc. for the below listed requirement. This announcement is published as a Sole Source in accordance with FAR 8.405-6(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Bair is the only source for the software that provides the functionality required for the work to be performed and services of experienced ATAC software analysts that are certified to use the software. The software is highly specialized tool that scans and interprets across a variety of intelligence sources and platforms. The primary objective of this task order is to provide Pattern Analysis Support and renew the annual ATAC Software Upgrade and Technical Support Plan for the J-9 Division, Joint Improvised Explosive Device (IED) Defeat Organization (JIEDDO). This contract will provide capabilities in support of J-9's mission which includes Pattern Analysis and Upgrade and Technical support/maintenance coverage for BAIR's ATAC software package. ATAC consists of a suite of tools, designed for the Law Enforcement community which enables analysts to detect patterns of serial criminals. The task order was awarded on August 25, 2011 with a start date of August 26, 2011 for a period of one year with two option periods of one year each.
