Solicitation Number: W81XWH-11-T-0592 Synopsis: Web-based Inpatient Clinical Decision Support Tool License and Technical Support The U.S. Army Medical Research Acquisition Activity (USAMRAA) requires an experienced vendor to provide Web-based Inpatient clinical Decision Support Tool License and Technical Support. Additional detail on the requirements can be found in the Performance Work Statement of the attached solicitation. This is a combined synopsis/solicitation for Web-based Inpatient Clinical Decision Support Tool Licenses and Technical Support prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The U S Army Research Acquisition Activity (USAMRAA) hereby issues a Request for Proposal (RFP) number W81XWH-11-T-0592 for Web-based Inpatient clinical Decision Support Tool License and Technical Support for the TRICARE Management Activity (TMA), Office of the Chief Medical Officer. This solicitation is open to all Offerors under North American Industry Classification System (NAICS) code is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Specialist within 3 calendar days from the date of this publication notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information shall be sent electronically to Jennifer Dunlap, Contract Specialist, at jennifer.m.dunlap@us.army.mil. No telephonic requests will be accepted. All responses received will be evaluated, however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Medical Research Acquisition Activity in support of TRICARE Management Activity (TMA) has a requirement for a web-based inpatient clinical decision tool for inpatient and alternative care settings, technical support, and training in support of medical management activities for the Direct Care System (DCS) and remote areas. The selected support tool will be distributed to Military Treatment Facilities (MTFs) and other organizations within the TRICARE Management Activity (TMA). The Military Health System (MHS) has approximately 5.026 million TRICARE Prime beneficiaries, 63 Military Hospitals, 413 Medical Clinics. The requirement is classified as commercial in accordance with FAR Part 12, and shall be procured using simplified acquisition procedures under the authority of FAR 13.5 Test Program for Certain Commercial Items. The Military Health System (MHS) Optimization Plan identifies effective utilization management (UM) as one of the key tasks in improving the quality and cost-effectiveness of healthcare services. The previous contract was created to support traditional UM practice, but the MHS has evolved into a broader "medical management" (MM) model. Medical management is an integrated managed care model that promotes UM, case management (CM), and disease management (DM) programs as a hybrid approach to managing patient care. It includes a shift to evidence-based, outcome-oriented UM, and a greater emphasis on integrating clinical practice guidelines (CPGs) into the MM process, thereby holding the system accountable for patient outcomes. Medical management is a key process to improving the clinical quality and business efficiency of healthcare services in the MHS. This contract provides essential MM implementation tools, including education and training, not covered by the managed care contracts to support MM activities within the Direct Care System (DCS) and remote areas. The services provided by this contract include an enterprise-wide license for inpatient and alternative care setting inpatient clinical decision support tool for distribution to Military Treatment Facilities (MTFs) and other organizations within the TRICARE Management Activity (TMA). The Contractor shall provide the necessary facilities, personnel, equipment, and materials for distribution and associated training, as required for the period of performance of one base period, (initial base period will have a period of performance of 3 months, after date of award and two (2) twelve (12) month option periods. Associated provisions and clauses have been incorporated in this solicitation. You are to calculate and state your Proposal price in accordance with the Performance Work Statement. All Proposals are due no later than 29 August 2011, 04:00 PM Eastern time. Proposals shall be delivered to Jennifer Dunlap via email at jennifer.m.dunlap@us.army.mil.
