Description
The Federal Aviation Administration (FAA) intends to award a Single Source acquisition for this need. Shortly after September 11, 2001, the Federal Aviation Administration (FAA) suspended FAAO 3120.29 which was the policy used to authorized Air Traffic Controllers access to cockpit and jump seat on commercial airlines. The Transportation Security Administration (TSA) reinforced this restriction further and regulated the use of jump seats through security directives. The air carrier portion of the Flight Deck Training Program, formerly the Familiarization Program (FAM), was suspended following the events of 9/11. This program encouraged Air Traffic Controllers to fly in the jump seat of a commercial airliner to gain a different perspective of air traffic control. Although efforts to reinstate the program have been ongoing since 2002, the air carriers did not want to authorize Air Traffic Controllers access to the flight deck until an adequate security system had been put in place. Continuing Analysis and Surveillance System (CASS), the current solution, has been used by the aviation industry since 2004. On August 1, 2011 the Flight Deck Training program was introduced as a pilot program that the FAA will evaluate and monitor over the next six months. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures.
