- Introduction/History: The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA seeks qualified vendors to provide Quint Networking Technology 200 (QNT-200) radio terminals and incidental engineering support services in support of the Electronic Warfare (EW) and Electronic Attack (EA) communications jamming pods and laboratories. This is a Sources Sought to determine the availability and technical capability of all prospective businesses. The NAICS is 334220 and the size standard is 750 employees. All responsible sources are encouraged to respond. In your response please include Company Size (Small or Large according to the NAICS and size standard listed). If your company is a Small Business, specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business; (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business. Requirements: Refer to the Attached DRAFT Statement of Work (SOW). The Contract Type is anticipated to be a five-year, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a cost type line-item for incidental engineering services. The requirement is for an estimated quantity of one-hundred-forty (140) QNT-200 terminals, spares and an estimated 12,480 level of effort hours over the life of the contract (2,496 man-hours for year one; 2,496 man-hours for year two; 2,496 man-hours for year three; 2,496 man-hours for year four and 2,496 man-hours for year five). Travel will be required as specified in the SOW. The contractor may be requested to purchase materials in accordance with (IAW) the SOW. The services will be performed at the locations IAW the SOW. The following are examples of anticipated labor categories under this requirement: Project Manager; Senior Systems Engineer; Senior Engineer; Engineer; Jr. Engineer; Technical Support. Required Capabilities: In order to assess capabilities, we are requesting the submission of the following information from any firms believing they can provide the required engineering services. 1) Title of the Draft SOW to which you are applying. 2) Company Name and address; Point of Contact name, phone number, fax number and email address. 3) Company size for NAICS 334220: size standard 750 employees. 4) Specifying if your company is - large; small; Service-Disabled Veteran Owned Small Business; HUBZone Small Business; 8(a) Concern; Woman-Owned Small Business; or Economically Disadvantaged Woman-Owned Small Business. 5) Company profile to include number of employees, annual revenue, office location(s), and DUNS number. 6) Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government points of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the SOW. 7) Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include: production capabilities, specific experience of personnel and the ability to have such personnel located/working in places specified in the SOW. 8) Management approach to staffing this effort with qualified personnel. 9) Confirmation that the company has a DCAA approved accounting program currently in place.
