- Attachemt J-5 Bid Schedule Attachemt J-4 Compliance Statement (Enviornmental) Attachemt J-3 Past Performance Questionnaire (Cover Letter) Attachemt J-3 Past Performance Questionnaire Attachment J-2 Wage Determination Attachement J-1 Solicitation Cover Letter Attachment C-1 Statement of Work Solicitation The Government is contemplating the award of a 5-year (one base and 4 option periods) Indefinite Delivery Contract to perform all work necessary to repair/upgrade by method of Pipe bursting/Direct Excavation (trenching) sections of the Domestic Water Pipes at Joint Base New Jersey consisting of McGuire Air Force Base, Fort Dix Army Post, and Lakehurst Naval Air Engineering Station. Work will be on an as required basis and includes but is not limited to: Testing, sanitizing, and dewatering affected area. The contractor must also obtain New Jersey Department of Environmental Protection (NJDEP) permits required for performance of this project including, but not limited to, Safe Drinking Water Act compliance and permits required under New Jersey Administrative Code (NJAC) 7:10-11.1 et seq. Specifically the contractor shall meet the standards for construction of public community water systems as set forth in NJAC 7:10-11 to 11.17. The above general description of work does not in any way limit the responsibility of the Contractor to provide all plant, supervision, management, quality control, labor, tools, equipment, appliances, materials and perform all work necessary to repair/upgrade by method of Pipe Bursting/Direct Excavation (trenching) sections of the Domestic Water Pipes, including shop pavement and provide temporary bypass support as listed. Performance period for this project will be indentified on each individual delivery order issued. The magnitude of this construction is between $3M-$5M. The solicitation will be issued as a HUBZone set aside. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance history and price evaluation factors with past performance being more important than cost or prices. The Government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification Systems (NAICS) Code for this procurement is 237110 with a size standard of $33.5M. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All responsible HUBZone concerns may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (ORCA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of the award. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation cost. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
