- SOURCES SOUGHT NOTICE TRANSPARENT ARMOR (TA) WINDOW ASSEMBLIES N61331-11-SN-Q03 The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting information from potential sources for Transparent Armor (TA) window assemblies to be installed on the Mine Resistant Ambush Protected (MRAP) Buffalo vehicle A1 variant. A TA window assembly protects personnel against ballistic and explosive threats while allowing clear visibility. The assembly incorporates a TA window, framing, mounting hardware, and gaskets or sealant. The purpose of this Sources Sought notice is to determine whether industry has suitable products on hand or available with minimum developmental effort and time. Commercially available off-the-shelf (COTS) units are most desirable where a solution has been previously developed. This market survey in no way binds the Government to offer contracts to responding companies. The preliminary requirements for the proposed assembly are, but are not limited to: 1.Type: Transparent Armor Window Assembly 2.Armor: Water-white & tint-free transparent ballistic armor 3.Framing: Of steel construction. Must contain gaskets or sealant to provide airtight seal between the outside environment and the inside of the vehicle. Must provide integrity against explosive blast equal to frames on the A2 Buffalo variant. 4.Vehicle Interface: Must mount to existing bolt holes on the A1 Buffalo variant. High emphasis on the interface between the assemblies and the vehicle. Proper integration must be achieved. 5.Density: Areal density 40-50 pounds per square foot for the transparent armor. 6.Thickness: Overall assembly less than 4.75 inches thick 7.Operational Temp Range: -25 to 130 F 8.Maintenance: Transparent armor must resist stone pecking and scratching to the exterior surface. The use of technology, such as peel plies, to protect from stone pecking damage is permitted. Laminates that improve thermal loading while not degrading the vehicle visibility are encouraged. 9.Performance: Protection qualities equal to that currently employed on the A2 Buffalo variant. Light and night vision device transmittance, and optical clarity equal to that currently employed on the A2 Buffalo variant. Responses to this Sources Sought notice must include supporting materials that provide a demonstration of your company s capabilities, experience, and overall understanding of the preliminary requirements NSWC PCD has identified. The following information is requested. A development cost rough order of magnitude (ROM) is requested where a (COTS) estimate is not available for the preliminary requirements listed above. 1.Description of the hardware configuration and concept as it applies to the above list of preliminary requirements. 2.Product development history and current status. 3.Product application and history of fielded systems. 4.ROM cost and development schedule for a component or prototype system. 5.ROM cost and lead time. 6.US Military applications including points of contact (POCs), if available. NSWC PCD requests your responses by 5:00 PM (CST), on 7 Sep 2011. Responses and questions shall identify this notice number and title and shall be submitted to the Contract Specialist, Linda Hawthorne, at linda.hawthorne@navy.mil or 110 Vernon Avenue, Code B32, Panama City, FL 32407. There is no specific format or outline responses should follow; however, the file size of responses submitted electronically shall not exceed 2 MB. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, the Contract Specialist may continue technical dialogue with respondents after the initial response is provided. This is a Sources Sought notice, a market survey for written information only.
