Install new underground power line for tower TITLE:Refurbishment of RTR Building located at the Coleman A. Young International Airport (DETA), 11499 Conner, Detroit, Michigan, 48213. NAME:Glen R. Timmerman@faa.gov DATE:August 24, 2011 EXPIRES:August 30, 2011 PHASE:Commercial/Simplified SOLICITATION/CONTRACT NO.DTFACN-11-R-00351 PROCUREMENTMETHOD:Request for Offer - SIR POSTING:The FAA is seeking qualified very small owned businesses to refurbish RTR Building located at the Coleman A. Young International Airport, 11499 Conner, Detroit, Michigan, 48213. Work under this scope includes, but is not limited to, the following: Demolition 1)Demolish condemned north portion of existing concrete-block building as shown on plans. Demolition includes complete removal and proper disposal off-site of all interior accoutrements as well as all roof, wall, slab, footings and foundation materials to a depth of 2 feet below existing grade. This portion of the building contains asbestos floor tiles and lead paint that is to be abated by the contractor per applicable environmental standards. Note that the portion of the building which contains the RTR equipment room shall not be demolished. Complete work items # 3, #4, #12, #17 and #19 prior to beginning demolition work.2)Dispose of all demolished materials off site at no additional cost to the FAA.3)Prior to beginning demolition work in item #1 above, anchor north wall of occupied RTR room as detailed on the project drawings.4)Prior to beginning demolition work in item #1 above, support a portion of the roof just outside the north wall of the occupied RTR room to allow for creation of an overhang to match roofline on remaining three sides of the RTR room.5)Remove all existing roofing materials from remaining RTR portion of building, including insulation, wood nailers & flashing, to expose the existing roof deck. 6)Existing hazardous materials in the RTR portion of the building to remain shall be abated per the project specifications and applicable environmental standards. These materials include asbestos containing floor tiles and lead paint on the walls and ceiling.7)Remove and dispose of all existing vent hoods, dampers, and air conditioners from RTR building walls and fill all related openings with concrete block to match existing walls.8)Remove and dispose of the two existing doors of RTR building. Fill the door opening in the north wall with concrete block to match existing wall. The south door shall be replaced with a new door as specified in this document.9)Remove and dispose of all existing HVAC equipment, existing heaters, existing lighting and all electrical wiring switches and controls related to these items. Remove and dispose of existing surge arrestor, safety disconnect switch and electrical panel boards. These items shall be replaced with new as specified in this document.10)Completely remove and dispose of all chain-link fencing around the three antenna towers including footings and gates.11)Disconnect, permanently cap and abandon in place existing water lines and sanitary sewer line.12)Prior to beginning demolition work in item #1 above, disconnect, remove and dispose of existing overhead electric power lines from the power company's power line to the building. Remove and dispose of the FAA owned wood power pole near the east end of the building. The power feed will be replaced with a new underground power feed as specified in this document.Interior Construction and Electrical Work13)Furnish and install a) a commercial grade epoxy floor coating system and wall base installed per manufacturer's specifications: or if directed by the COTR based on the condition of the sub-floor after the existing tile is removed; b) new vinyl floor tile and wall base. Equipment racks are to remain in place during construction and tiles are to be placed around new flooring.14)Repaint walls and ceiling on the interior or RTR building.15)Furnish and install new access door and frame to fit existing opening.16)Furnish and install one wall-mount air conditioner unit complete with heat strip, A/C control module, economizer, filter, supply register & return grilles, thermostat and one supplemental wall mounted heater.17)Prior to beginning demolition work in item #1 above, replace existing 3 phase power service with single phase, 120/240V, 200 amp electric power service including new surge protection unit, new panelboard and new disconnect switch as shown on the project drawings.18)Furnish and install new interior lighting fixtures, related electrical wiring and switches.Exterior Construction19)Prior to beginning demolition work in item #1 above, the contractor shall coordinate with the power company to install a new underground power feed. The feed shall be 120/240 V, single phase, 200 amp service. The power shall be provided by a power company owned transformer located on the existing power company owned power pole.20)Furnish and install lightning protection and grounding system as specified in this document and as shown on the project drawings. Connect existing building and tower grounding systems to the new grounding system.21)obstruction lights.22)Fabricate roof overhang on north wall of RTR building to match existing overhang on remaining three walls.23)The Contractor shall install a complete new roofing system on the RTR building including: Adhered feltback single ply PVC roof membrane, dens-deck, wood blocking/nailers, rigid insulation, flashing, gutter and downspouts. 24)The Contractor shall provide weather protection throughout the existing roof tear-off and new roof installation. Remove only that amount of roofing and flashing which can be made watertight with new materials during a one-day period or onset of inclement weather. All work shall be scheduled and executed without exposing the interior building areas to the effects of inclement weather. The existing building and its contents shall be protected against all risks.25)Furnish and install pressure treated furring strips on all four sides of the existing concrete block building.26)Furnish and install rigid foam insulation on the exterior walls.27)Furnish and install an air infiltration barrier around the building.28)Furnish and install vinyl siding, soffit, and all accessories required for a complete finished siding installation.29)Caulk all penetrations, cracks, and openings to fully weatherproof the building.30)Furnish and install wall-mounted roof access ladder. Ladder shall be mounted in the approximate location shown on the drawings to allow access to the building roof. The ladder design shall conform to OSHA standards (part 1910.27) for fixed ladders, including clearances. The ladder shall have a minimum width of 16 inches. All ferrous parts shall be hot dip galvanized after fabrication in conformance with ASTM A-123 and A-385. Hardware (nuts, bolts, washers and other minor items) shall be galvanized by hot dip method in conformance with ASTM A-153.31)Provide a 12 foot wide, 3 inch thick, gravel pad surrounding the RTR building.32)Restore grade of disturbed areas to match existing surrounding grade drainage pattern and elevation. Provide clean soil fill and top soil as required, and seed disturbed area with grass.Advisory StatementsThis facility provides radio communications for air traffic control. The facility will remain in service for the duration of the project. The contractor must plan and execute the project so as not to impact facility operation including the following:RTR room temperature must be maintained between 65 and 80 degrees during the project including the HVAC replacement.Equipment racks must have sufficient ventilation to remain operational. Protective coverings used during abatement must allow some rack ventilation.Contractor is required to coordinate power work with the Utility. There is no TELCO service at this facility.Contractor will be required to provide a cutover plan to maintain power to the facility during the project. The contractor will be allowed to use temporary power sources at their discretion.The FAA will require access to the site during the project to maintain operation. If equipment failures occur during an abatement procedure that restricts technician access, the contractor will cooperate to provide safe access to the site for restoration.Contractor is required to pay for and obtain all required permits.If underground coaxial antenna cables are damaged by the contractor during the project, remedial action will be to replace the damaged cable, end to end; at the contractor's expense. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract.
