Description
DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE A SITE FOR CONSTRUCTION OF LEASE BASED HEALTH CARE CENTER VA desires to acquire a transferable purchase option for a site upon which a lease based Health Care Center may be constructed within the communities of Marina and Seaside, California. VA will also consider acceptance of a donated site. The property must be available for use and the owner must be willing to give VA an option for a sufficient time frame to allow VA to solicit interested developers and award a lease contract. It is VA ™s intention to advertise to have the building constructed by a private-sector entity that will be assigned the option to purchase the land, and lease back to VA on a long-term basis of up to 20 years. VA will consider properties in the range of 13 to 25 developable acres and be capable of accommodating an 115,000-net-usable-square-foot building with on-site parking that must accommodate at least 750 standard sized parking spaces and meet local code for medical office parking, with a minimum of 10% of these spaces ADA accessible. Only land that can meet VA ™s requirements will be considered. Special consideration will be given for sites that are located in close proximity to public transportation, existing hospitals, amenities and services, can provide excess parking, have or can develop parking that can accommodate larger vehicles, and buildings that have high visibility. To be considered, offered property must be located within the following delineated area within the cities of Marina and Seaside, California. The northern boundary shall be Beach Road from CA-1 to Del Monte Blvd., southerly along Del Monte Blvd. to Reservation Road and easterly along Reservation Road to E. Garrison Drive; the western boundary shall be CA-1 from Beach Road to CA-68; the southern boundary shall be CA-68 from CA-1 to Del Rey Road and extended along CA-68 easterly to the boundary of the Pasadena Country Club and includes properties that are up to approximately ½ mile north of CA-68; the eastern boundary is E. Garrison Drive from Reservation Road to 4th Avenue, southerly along 4th Avenue which becomes General Jim Moore Blvd., and along General Jim Moore Blvd. to Del Rey Road and along Del Rey Road to CA-68. Additionally, the eastern boundary is extended approximately ½ mile to the east of General Jim Moore Blvd/4th Avenue. Offerors must provide evidence that offered properties are outside the 100-year flood plain and contain no wetlands. The property must also be zoned properly for VA ™s use or be able to obtain a zoning variance. Information on available water rights and any steps taken toward entitlement, is also requested. Brokers or legal representatives submitting property must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or control of property at the time of submission of initial bids. Property must be of a sufficient size to be able to provide a facility no more than 4 stories in height, security set-back of 25 to 50 feet, on-grade parking and required retention and green space. A market survey of offered properties will be conducted by VA staff and the broker consultant.
