- Description
- NASA/GSFC has a requirement for Heavy-ion Beam Time and related support services insupport of the Mars Atmosphere, Volatile Evolution, the Lunar Atmosphere and DustEnvironment Explorer missions. Testing will be conducted for a period of 48 hrs onOctober 6-8, 2011. Several specific requirements exist:1. A range of tuned ion energies appropriate for single-event effects tests of packageddevices (board level and device level electronics) shall exist. This range shall bebetween 15-40 MeV/amu.Degraders may be used to gain lower energies than 15 MeV/amu.2. Testing shall be conducted in-air--- as opposed to vacuum - with a full range of tiltangles accessible from +90 to -903. Heavy-ion beam structure shall be near continuous to facilitate dynamic testing for asingle event effects.4. Beam accuracy across the irradiation area shall have less than 10% variance tofacilitate accurate performance degradation results and pre-flight predictions.5. NASA/GSFC shall be the prime user of the pronton beam during test campaigns in orderto provide controlled paraticle intensities (beam flux) and known beam structure to allowfor proper post-irradiation data analysis. a. Shared user facilities provide uncertainties and increased risk for results and data analyses.6. Facility shall have ion range in silicon up to at least 3.5 mm. NASA/GSFC intends to purchase the items from Texas A&M University Cyclotron Facilitybecause they are able to provide accelerated heavy ion beams used for single-eventeffects testing of the kind.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon September 3, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
