Description
The US Army Corps of Engineers New England District is soliciting design, fabrication, and installation services for a multibeam sonar mounting system to be installed on a New England District 27-foot, aluminum survey boat. The mounting system should be designed around existing New England District Reson 7125 multibeam sonar and the vendor is expected to discuss and address the specific sonar operating characteristics as indicated by the manufacturer. The mounting system must be designed around the existing boat configuration and should be fully deployable and retractable by a single person. When retracted, the entire mount and sonar array should be completely securable within the footprint of the boat to ensure safe transport while the boat is being towed. In addition, a cover may be required to protect the sonar array when it is in the retracted position. When deployed, the vertical sonar pole must be rigidly fixed to the hull and designed to minimize vibration and any potential movement of the multibeam sonar array while the boat is moving through the water. In addition, the vertical position of the sonar array must be consistent and repeatable, and the sonar projector must be mounted in a position that minimizes potential interference from the hull. After the design and fabrication elements have been completed, the New England District will deliver the boat on the trailer to the selected vendor's shop facility for final installation of the mounting system components. On-water testing and evaluation will be conducted just after installation to ensure proper performance of all mounting system components and the mutlibeam sonar. The vendor will be responsible for addressing any elements of the mounting system that do not perform as specified. Providing a durable mounting system that ensures high performance of the multibeam sonar is the primary goal of this solicitation. Note: Due to the complexity in designing, the fabrication, installing the mount to the Corps vessel and in testing the multibeam sonar mount in the water, the survey vessel will be required to be delivered numerous times to the vendor's location. In reducing the costs associated for Government travel and labor it is recommended the vender selected be located no greater than a one hundred mile radius from Concord Massachusetts (New England District office). Interested vendors should submit a specific technical approach of no more than 3 pages, a summary of qualifications of no more than 2 pages, and a 1-page cost summary. The estimated cost of this procurement is between $25,000 and $100,000. This solicitation will be available on or about 9 September 2011 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov) which links to the FedTeds website (see below). Prospective contractors are required to self register their firm on the Internet to receive this solicitation. Registration instructions are available on the internet at https://www.fedteds.gov. Amendments, if any, will be available at this Internet site. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This procurement is 100% set aside for small businesses only. The applicable NAICS code is 332313 with a Small Business Size Standard of 500 employees. All responsible sources may submit a quotation which will be considered by the New England District.
