Description
This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of potential qualified sources such as 8(a), HUBZone, small disadvantaged, service-disabled veteran-owned businesses relative to North American Industrial Classification System code 541330, which has a size standard of $4.5 million in average annual receipts. Responses will be used to determine appropriate acquisition decisions. The work will require engineering and construction services to providing on-site employees who will be responsible for operating, maintaining and updating the Project Management Information System (P2) and providing the necessary consulting services and reports to facilitate the District's management of the workload throughout all levels of the organization. The USACE Transatlantic Division currently oversees three (3) Districts and has the authority to stand up additional Districts Office's, if contingencies emerge that requires the full spectrum of services a USACE District provides. The current Districts include the Middle East District (Winchester, VA), Afghanistan Engineer District North (Kabul, Afghanistan), and the Afghanistan Engineer District South (Kandahar, Afghanistan). Requirements for this work will include highly technical and specialized training and experience in engineering and construction disciplines for performing the following functions: Scheduling: Template Development, Quality Assurance and Maintenance; Reports: Development, Analysis, Automation; Dashboard: Development, Automation; Training: Software specific training, Best Practices; Development of long- & short-term implementation strategies, including: Technology selection, Transition planning, Guidance and management of Project Controls hardware and software capabilities. There will be a requirement for capacity to field multiple teams of up to 5-10 highly trained individuals in multi-disciplines to perform P2 services within a 3 to 12 month time frame at multiple sites. Team members shall be fully trained in various engineering and construction functions associated with the P2 system involving projects controls design and construction. The firm shall have the capacity to field three to five teams consisting of 5 to 10 individuals at any given time to accomplish and achieve customer contractual commitments and schedule deadlines. The firm performing the work will be required to have senior level management that has the capability to manage multiple tasks/projects within very stringent time frames. Individuals shall be trained in Primavera Project Management and P6 Web, Microsoft Professional, Microsoft Access and Acrobat Reader-Writer for the publication of documents, Corps of Engineers Financial Management System (CEFMS), Resident Management System (RMS), Enterprise Data Warehouse (EDW), and Business Objects. Primavera is the planning tool used to schedule and budget the project. CEFMS is the accounting system used to track the money. RMS is the tool used in the field to update the status of projects in construction. The data from all these applications are stored in the USACE EDW. Business Objects tools are used to extract the data stored in the EDW. All applications have various interfaces that enable the transfer of information amongst each other. To date, USACE has initiated and managed over 30,000 projects across the globe through the use of P2. Responses to this sources sought announcement must include the contractors type of business such as 8(a), HUBZone, etc. Contractors are hereby encouraged to make known their interest in this type of work.
