- The US Army Corps of Engineers, Army Geospatial Center (AGC), has a requirement to provide geospatial domain expertise to the Army for implementation of the Army Geospatial Enterprise (AGE). This Request For Information (RFI) is to determine if there are sources capable of satisfying the governments requirements. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for these requirements is 541512. The business size standard is $25.0M which means that a company, including its affiliates, would be considered a "small business" if their average annual gross receipts does not exceed $25.0M for the past three years. If the company has not been in business for three years, the average weekly revenue for the number of weeks the company has been in business is multiplied by 52 to determine the average annual receipts. Your response should identify your business size (large or small) in relation to this NAICS Code. Contractor personnel will require DoD security clearances at least at the SECRET level for onsite and deployed personnel. Key contractor personnel will require DoD security clearances at the TOP SECRET/SCI level. Handling of material up to SECRET is required. Storage Clearances of at least the SECRET level are required. Capabilities Package: AGC is assessing the existence of sources and is requesting capability packages from industry on the requirements below. We are seeking a prime that must be capable of demonstrating at a minimum, items one (1) thru seven (7) below. The prime may employ partners to complete at least 90% of the remaining items and may employ these partners to complete the top seven (7) as well, as long as the ability to demonstrate the top seven (7) items on their own has been fully demonstrated. Interested Sources shall possess an in-depth understanding of the requirements listed below. Responses must be limited to no more than 25 pages and must address the following specific areas: 1. General. Knowledge and experience of Army Programs of Record, Army echelons, network design and analysis, the Army Acquisition Process, geospatial technology (including analysis, visualization and management software, cloud, handhelds and data centers). 2. Geospatial Systems Engineering. Experience and knowledge in designing, developing and implementing large scale enterprise geospatial systems, and geospatial Software Development; Expertise in understanding future requirements and transitioning technology from research to systems (i.e. to Program of Records and COCOMs) and to operations. 3. Geospatial Architecture. Knowledge and experience in the developing and recommending installation (Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE)) and warfighting geospatial standards, complex system architectures (including system, hardware, software and data architectures); in support of geospatial information sharing and visualization with limited network availability; designing, implementing, and maintaining large scale geospatial data repositories; geospatial data modeling. 4. Portfolio Management. Knowledge and experience in application rationalization, system integration, cost benefit analysis, trade studies and assessing state of the art geospatial technology. 5. Geospatial Data. Knowledge and experience in building terrain databases for Modeling and Simulation. Knowledge and experience in building raster and vector geospatial data; collecting, processing, exploiting and disseminating geospatial information; geospatial database development, management, and integration. 6. Knowledge and Experience in assessing and implementing state of the art geospatial technology including conducting trade studies, system integration, and application rationalization. 7. Knowledge and experience in testing and certification. Modeling and Simulation, and providing Science and Engineering and Technical Assistance (SETA) personnel. 8. Geospatial Research and Development. Knowledge and experience in Geospatial Systems research, development, engineering, analysis and operations, including identifying and addressing gaps in geospatial science & technologies. Any submission of such product literature or 'catalog cut sheets' will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals (RFP). AGC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN 12 September 2011.
