Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis with Thomas R. Fears, Ph.D., 4307 Curtis Rd., Bethesda, MD 20815 for analyses of melanoma case-control data with complex UV variables. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance is 12 months from date of award with two twelve month option periods. The Genetic Epidemiology Branch (GEB) designs and conducts interdisciplinary clinical, epidemiologic, genetic, and laboratory studies of persons, families, and populations at high risk of cancer. These investigations identify genes and exposures conferring cancer predisposition, and explore the combined effects of predisposition and specific exposures. Areas of research in GEB usually include both family and larger population studies of specific cancers. Typically, each of these approaches contribute important insights into cancer etiology. Notable among the GEB studies are those evaluating melanoma; dysplastic nevi (DN) were first described in melanoma-prone families.The purpose of the procurement is to obtain the services of a senior statistician with experience in the epidemiology of skin cancer and methods of estimating individual solar exposure. The senior statistician should have extensive experience in the analysis of epidemiology studies of melanoma and non-melanoma skin cancer. Within the base period, the contractor shall complete analyses of the data from NCI's case-control study of melanoma conducted at the University of Pennsylvania and University of California San Francisco focusing on the descriptive epidemiology and etiologic factors of nevi, particularly sun exposure measures. During the first option period, the senior statistician shall conduct analyses of sun exposure measures, nevus risk factors identified in case-control study during the base period, and nevus patterns in family members of melanoma-prone kindreds. During the second option period, the senior statistician shall conduct analyses of similar sun exposure variables; nevus types, patterns, and numbers, and melanoma risk among individuals with retinoblastoma from the NCI cohort of retinoblastoma survivors. The results of these analyses will be used in the development of manuscripts for publication. The contractor shall provide a senior statistician with at least 15 years of experience in the epidemiology of skin cancer and methods of estimating individual solar exposure. The senior statistician shall have at least 15 years experience in the analysis of epidemiology studies particularly studies both melanoma and nonmelanoma skin cancer. The senior statistician must conduct the analyses in SAS. Thomas R. Fears provides statistical analysis as well as consulting and collaboration on epidemiologic studies of cancer. Dr. Fears is an internationally recognized expert in the assessment of UV exposure as a risk factor for skin cancers. For over 30 years, Dr. Fears has pursued a research program dealing with the etiology of skin cancer, particularly the relationship of skin cancer risk and solar radiation. Dr Fears was a co-investigator with Joseph Scotto on a special non-melanoma skin cancer survey to estimate the relationship between non-melanoma skin cancer rates and solar ultraviolet rates. Non-melanoma incidence rates and UVB intensity exposures were obtained for populations at eight locations in the United States. The incidence study was for one year but UVB measurements were for up to eleven years. Results were instrumental in obtaining regulator action with chlorofluorocarbons worldwide. Dr. Fears has worked closely with the data from the melanoma case-control study. He developed a cumulative lifetime ultraviolet exposure measure using the data from the on ground UV measurements described above. He also interpolated the results for other areas to create a lifetime estimate of UV exposure, the first ever for melanoma. These UV variables are complex to work with; he developed them and is the only person who can fully exploit all of the information contained in them. Full understanding of these covariates is essential for the analyses of the relationship of dysplastic nevi to melanoma in this current procurement. Using these covariates in the appropriate manner is essential for continuity of the analyses and comparability with previous publications from this dataset. One study that he led showed that individual UVB exposure is an important risk factor for melanoma, even among individuals who tan very well. He is the only known statistician with the intimate knowledge of this dataset and the expertise in UV carcinogenesis who can assess these risk factors and exposures in the etiology of nevi, dysplastic nevi, and melanoma. He will then use the same risk models to evaluate the data from NCI's melanoma-prone family study, where individuals come from all over the U.S. and have very different lifetime UV exposures. Dr. Fears had a previous contract with the NCI to conduct UV-related analyses of melanoma etiology. This current procurement will build on those previous analyses to understand the relationship of UV exposure to risk of nevi, dysplastic nevi, and melanoma. Dr. Fears has defined the covariates and cleaned the data, and developed analytic programs using these data. The current procurement will conduct additional, more complex analyses to investigate these associations outlined above In summary, his long history with studies of the etiology of skin cancer, his experience with measurements of solar radiation, his experience with the GEB melanoma case-control study, his proven statistical record and his computer expertise make Dr. Fears uniquely qualified for this contract. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 7, 2011.
