- THE SPECIFICATIONS IN THIS NOTICE ARE AMENDED. PLEASE SEE PARAGRAPH 3 FOR THE SPECIFICATIONS. The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Center for Plant Health Science and Technology (CPHST) has a requirement for running tests on a mobile high pressure washing trailer. The CPHST will be conducting testing on a mobile high pressure wash station to determine the possible future use and applicability for domestic emergencies with insect and plant pathogen problems. The purpose of this sources sought is to inquire if there are vendors available which have the equipment described below to meet the USDA's needs or that might have the capability to modify any existing equipment to meet our needs. Following is a description of the equipment with the technical capability requirements/specifications: A mobile high pressure wash trailer system that washes trucks and field equipment to remove soil, and then collect the contaminated waste water back into a storage tank for chemical decontamination treatment. The pressure washer system MUST have a portable mat to collect all the contaminated waste water then pump the recycled water through a filtering system and then back into the water recycling tank. The mat must be large enough to handle field equipment such as a harvest combine or construction equipment. The mat must have inflatable berm/sides to contain all contaminated waste water, and have a collection pump to pass the water back through the filters. The pressure washer must have one or more portable manifold sprayers to spray the under carriage of field equipment or vehicles, as well as hand wands for washing upper surfaces. The water collection system should be designed for preventing all biologically contaminated contaminated waste water from re-entering the soil or groundwater. The unit must have a minimum 300 gallon capacity water tank.
