Description
Iroquois Job Corps Center Drainage Improvements to the Center's Septic Field The Iroquois Job Corps Center (IJCC) and Education & Training Resources (ETR); located at 11780 Tibbets Road, Medina NY 14103, Orleans County, are desirous of a certified, bonded, licensed, and fully insured contractor to submit a bid on the project mentioned herein; and if successfully awarded the subject contract, to satisfactorily perform the following work project according to the established criteria contained within same. Prevailing wages do apply to this project. Potential bidders must obtain a Dunn & Bradstreet (DUNS) number to be awarded a federal contract. Potential bidders must be registered in Central Contractor Registration (CCR) before being awarded a federal contract. Final bids are due to this center, September 15, 2011 at 4:00 PM. Please see attached link for obtaining a DUNS number: http://fedgov.dnb.com/webform Please see attached link for registering with the CCR: https://www.bpn.gov/ccr/default.aspx Submit bids to: Education & Training Resources Iroquois Job Corps Center ATTN: Procurement Office 11780 Tibbets Road Medina, NY 14103 DESIGN-BUILD SCOPE OF WORK FOR DRAINAGE IMPROVEMENTS TO THE SEPTIC FIELD AT THE IROQUOIS JOB CORPS CENTER MEDINA, NEW YORK •I. EXTENT OF WORK •A. •1. The existing drain-field becomes waterlogged during wet weather (snow melt and extended periods of rainfall). The large surface area of the field makes it difficult to maintain positive drainage off of the surface. DOL desires to provide a shallow gravity drainage system to intercept the surface water and discharge it to the perimeter of the field. The drainage system may be designed as a blanket drain, a series of intercepting trench drains, or by the use of a sheet drain material. The system chosen shall be designed to capture/discharge the rainfall from a two year storm within 6-8 hours. •2. •a. Provide a topographic survey prepared by a surveyor licensed to practice in local jurisdiction. Provide two reproducible copies and one digital version (on CD-R disc) of the final topographic survey at the 30% design submission. The topographic survey shall be complete in every detail of the disturbed construction areas showing all existing construction. The survey shall be prepared at a scale that is appropriate and must have a contour interval of six inches. Two benchmarks must be provided thereon with elevation and coordinates noted for each. •b. The existing leach-field piping is buried at a depth of approximately 36 inches. •c. The contractor will perform the following work at the drain-field: •(1) Remove the existing sod (may be stockpiled for re-installation if maintained in a viable condition) •(2) Remove the top six inches of soil and stockpile. •(3) Re-grade the surface to provide positive drainage toward the perimeter of the field. •(4) Place a reinforced membrane to limit percolation of water into the drain-field below. •(5) Trench and install the intercepting trench drains (approximately eight feet center-to-center), or install a gravel and geo-textile blanket drain across the area, or; install the sheet drain material per the manufacturer's recommendations •(6) Backfill the installation with the stockpiled soil material, and grade to drain. •(7) Re-install the stockpiled sod or re-establish the grass. •(8) The discharge from the drainage system will be piped to the perimeter of the site and discharged to daylight. The discharge will be protected against erosion by suitable means. •d. The area above the septic tanks will be re-graded to prevent standing water. Reset the manhole covers as required by the re-grading. •II. •A. •1. •a. Testing and Inspection •(1) The design-build contractor is responsible for all inspection and testing. The design-build contractor will submit the names of all testing services to the Iroquois Job Corps Center for approval prior to any testing. All inspections and testing must be performed by an independent, third party individual, firm or testing agency. The individual, firm or testing company shall be appropriately registered in the State of New York. The design-build contractor shall engage only those inspection and testing service agencies, including independent testing laboratories, that are prequalified as complying with the American Council of Independent Laboratories "Recommended Requirements for Independent Laboratory Qualification" and that specialize in the types of inspections and tests to be performed. •(2) The design-build contractor shall submit a schedule of tests and inspections. The schedule of tests and inspections shall be prepared in tabular form and include the following: •(a) Specification Section number and title •(b) Description of test and inspection •(c) Identification of applicable standards •(d) Identification of test and inspection methods •(e) Number of tests and inspections required •(f) Entity responsible for performing tests and inspections •(3) All tests and inspections shall be documented by certified written reports and test results. The independent, third party individual, firm or testing agency shall distribute copies of all testing and inspection reports to the Iroquois Job Corps Center, and the design-build contractor. The design-build contractor shall make additional copies as required and distribute to all affected subcontractors and material suppliers. •a. Typical Submissions; percentages are approximate fraction of completed construction documents. Design Development 60% Final Contract Documents 100% •b. This project will require the following submittals: •(1) The design-build contractor shall provide a schematic design (60%) submission and a presentation within 2 weeks of receipt of the notice to proceed (NTP). The presentation is to be held at the design-build contractor's office or at a location to be specified by the project manager. •(2) The design-build contractor shall provide a final construction documents (100%) submission two weeks after written approval of the 60% submission. •(3) The final submittal, to include all corrections and the design review comments, shall be submitted one week after the approval letter for the 100% review has been received. •c. Submittals for Review Before the design development presentation (60%) The design-build contractor shall submit two (2) sets of drawings (1 sets full size, 1 sets ½ size) and project documents, as well as one (1) set of design calculations, and cost estimates (CSI format) to the Iroquois Job Corps Center for evaluation. For the remaining submissions the design-build contractor shall submit two (2) sets of drawings and project documents, as well as two (2) sets of design calculations, and two (2) sets of cost estimates to the Iroquois Job Corps Center for review and approval. Final submittal shall be incorporated into an "AutoCAD (version 2009 or later)"
