Notice Type: Sources Sought Set Aside: N/A Synopsis: This notice is for Market Research purposes only, not a request for proposal or solicitation. The Food and Drug Administration (FDA) is seeking sources, including service-disabled veteran-owned small business, Hubzone small businesses, 8(a) certified small business, woman owned small business, small disadvantaged businesses as well as small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for providing the items below. The associated North American Industry Classification System (NAICS) Code is - 334516 - Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 in number of employees. BACKGROUND: Seafood products easily decompose under inadequate time-temperature controls that enable the proliferation of microorganisms responsible for spoilage, the production of toxic compounds and odors of decomposition. To detect or monitor spoilage, the odor constituents are to be determined by the use of gas chromatography-mass spectrometry (GC-MS) after adequate preconcentration. Large volume static headspace technique provides the most efficient preconcentration that preserves the original pattern of all the collected compounds. It condenses the volatile components from up to 100 g seafood separated for water vapor, before injecting the condensate into the GC-MS system. The large sample size and large headspace volume are essential to reduce detection limits and increase the number of components determined. REQUIREMENT: The Gulf Coast Seafood Laboratory within The FDA has a requirement for a Headspace Preconcentrator instrument to collect volatile components from fresh and decomposed seafood samples for GC-MS analysis to identify spoilage indicators and their distribution patterns. The required features of the instrument include: 1. The instrument should collect volatiles in abundant amounts. 2. The instrument should be able to process large masses of seafood (up to 100 g) in vessels with large headspace volumes (up to 1,000 ml). 3. To preserve to volatiles and their original distribution unchanged, it should use the static headspace technique. 4. The instrument should be equipped with an autosampler for serial analyses able to concentrate in serial experiments volatile organics of the C2-C24 range without thermal degradation. 5. For better economy and smaller laboratory space requirement, it should use liquid CO2 for cooling instead of liquid N2. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if company can meet requirements stated above by including technical specifications, descriptive literature, brochures and other information that demonstrates the capabilities of the contractor to meet the requirements. Provide two contact names, email and phone numbers for user of the proposed system that may be contacted by the Government.
