Description
THE SOLICITATION WILL BE POSTED ON OR BY AUGUST 25, 2011. THE DUE DATE/TIME FOR QUOTATIONS WILL BE FRIDAY, SEPTEMBER 16, 2011 AT 4:30PM PACIFIC TIME. SCOPE OF WORK: The awarded Contractor shall provide services and support in the development and testing of physics-based fire and wind models. The contract to be issued as a result of this solicitation entails the following three general areas of work. The Contractor will: a) Develop and evaluate models for firespread and wind using data from laboratory and field experiments; b) Participate in the planning and implementation of field measurements of wind and fire behavior, and; c) Participate in writing and proofing user guides for the fire models and maintaing the code and validation and verification files. BACKGROUND: Major advances in affordable computational power and numerical methods in fluid flow, heat transfer, and combustion have occurred since the development of Rothermel model. As a result, a new generation of computer models is under development that includes, to various approximations, the coupled physical processes driving fire behavior. These physics-based models offer a new path for improving our understanding of fire behavior as influenced by changes in fuels (e.g., fuel treatments or bug kill), terrain, or weather. The results of these models can be used for many applications of importance including fire fighter and wildland-urban interface (WUI) community safety, fuel treatment design, scaling of laboratory results to field scale fire behavior, and developing and testing simpler models for firespread or smoke generation. The Contractor shall provide an operator as the primary contact and expert for this work. To complete these tasks the awarded Contractor's primary contact must have extensive experience (five or more years) with the wildland-urban interface fire dynamics simulator (WFDS) under development at the USFS and the National Institute of Standards and Technology. This experience includes modifying the source code, compiling the program, and creating specific input files.
