- Applicable provisions and clauses, to include DFARS Buy American Act - Balance of Payments Program Certificate. The Department of Laboratory Animal Medicine (LAM) of the Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD, has a requirement for a quantity of three (3) portable swine caging which will be used to house large animals such as swine or goats. The caging quoted must meet the following minimum specifications: • All 304 stainless steel construction • Minimum of 24sq.ft. of interior floor space • Unit size of approximately no more than 48" wide x 85" lg. x 60" tall • Caster base and main frame components constructed of stainless steel, 1-1/2' X 1-1/2' box tube • Stainless steel 5" support casters with locking casters on front of unit • Stiffening cross breaks for solid panels made from 18ga. stainless steel sheet • 3/8" diameter rods on the front of the cage has 3/8" on 1-1/2" centers including man door • Heavy duty latch and provisions for a lock on the hinged man door • Large removable stainless steel "J" feed box. Feed should slope toward animals through box • Pre-piped water system provided with QD and drain towards front of unit • Full size divider panel on right-hand side of unit with a push/pull handle for easy operation and glides on urethane wheels, can be locked in the open and closed positions • Full divider also has a solid guillotine divider panel 1/2 the size of the full divider within it for visual contact between cages. Stainless steel 3/8" diameter rods on 1-1/2" centers should be revealed when the guillotine divider is raised and locked into position • Rear of unit has provisions for resting platforms • An "over-center" wall lock system that secures each cage to the room wall provided • Urethane bumpers provided on the sides of the units so that they are not damaged when bumped against a wall, etc. • The wall mounted bumper consists of a stainless steel angle with wall mountings every 5' • The wall bumpers are provided in 10' sections and cover 20' on each wall (60' total) • Waste deflectors/splash guards provided at rear of unit for wash down process • Floor grate sections made from pedestrian grating and removable for easy cleaning • Provisions for interior cage dividers • 30" tall interior divider with food/water provisions • Cage units will be able to fold up to approximately half their size for transport/cleaning • Cage units are able to be paired with one another in order to combine units or use as a separate cage • Cage units can be used separately with a solid wall panel attached to the left-hand side • 1 Solid Wall Panel provided with order. One needed to start run of pens • Units bead blasted to a matte finish The CLIN structure for this requirement is as follows: 0001 Portable swine cages (qty 3) 0002 Additional separate solid wall panels (qty 2) Quotes for refurbished items will not be accepted. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotes (RFQ) for commercial items is in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It will be the responsibility of the offeror to check the website http://www.fbo.gov for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-53 (effective 4 August 2011). This solicitation is set-aside for small business concerns under the applicable North American Industry Classification System (NAICS) Code 332618 - Other Fabricated Wire Product Manufacturing which has a Small Business Administration small business size standard of 500 employees. Offerors must provide product literature accompanying the quote. Quotes must include pricing for all applicable components of the caging. See attached provisions and clauses. Offerors must complete the DFARS 252.225-7035 Buy American Act--Free Trade Agreements--Balance of Payments Program Certificate and include a copy of the completed certificate with your quote. The Government will award a single firm fixed price purchase order. To be eligible for award, offerors must register, or already be registered with the Central Contractor Registration (CCR) database and the Online Representations and Certifications Application (ORCA). Quotes must be submitted via email to melissa.marcellus@usuhs.mil. Quotes received after this 2 September 2011 deadline, or via any means other than email will not be evaluated. Quotes must contain a cover sheet containing the solicitation number of this combined synopsis/solicitation, offeror's DUNS number, Tax ID number, and offeror point of contact. All questions/clarifications in reference to this RFQ must be submitted via email to the Contract Specialist, Melissa T. Marcellus, at melissa.marcellus@usuhs.mil, no later than 4:30pm EST on Monday, 29 August 2011. Only electronic submissions of questions/clarifications will be accepted. Questions/clarifications will be addressed in an amendment to the solicitation. Any questions/clarifications submitted after 4:30pm EST on 29 August 2011, or via any means other than what is specified above, will not be answered. Award will be made to the offeror representing the best value to the Government using tradeoffs between the evaluation factors identified below. The Government is not required to award to the lowest priced offeror or to the highest technically-rated offeror. Quotes received by the deadline of 4:30pm EST on 2 September 2011, will be evaluated using the following evaluation factors: 1. Technical - the offeror's quote must illustrate that the proposed item, at a minimum, meets the minimum specifications identified above (ex. By providing product literature). The offeror must also identify the delivery lead time. 2. Price - the offeror shall provide total pricing for all applicable components, to include shipping charges, as applicable, showing the breakdown of these costs. The Government reserves the right to award without discussions. Each offeror is urged to examine the RFQ and ensure that the submitted quote contains all necessary information, provides all required documentation, and is complete in all aspects.
