- This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. CONFLICTS In the event of a conflict between FedBid terms and conditions and Federal Government law, rule, or regulation, including, but not limited to statutes, executive orders, the Federal Acquisition Regulation, the VA Acquisition Regulation, or internal implementing policy, Federal Government Law, rule, or regulation will supersede FedBid terms and conditions and will control the total RFQ. EVALUATION FACTORS Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. Device must: 1.The sterilizer cart MUST be interchangeable with two existing Getinge sterilizers, including Getting 800 Sterilizer, as personnel must be able to load one unit (for cycling) and unload from immediately adjacent unit using the same cart(s). The autoclave/sterilizer to be purchased is used for sterilization of all bedding in the animal facility, and carts must be interchangeable for staff. Non-interchangeable parts are not feasible to use. 2.Sterilizer must have interior chamber size of 26.5"h x 26.5"w with a depth of 39" (=15.5 Cu ft), as this is the minimum size requirement that will allow bags of bedding, as well as existing carboys and flasks to be inserted for sterilizing. The space into which this sterilizer will be installed is very limited, due to the presence of a second sterilizer immediately proximal to the new sterilizer. The footprint on the unit must be equal to or less than the existing space, such that over depth does not exceed 51" (4'-3"). 3.Must meet the following standards: Seismic Anchoring per California Code; ASME Code Section VII, Div 1 for Wash/Rinse Heat exchangers; and UL/EIC codes 61010-1 and 61010-2-040 and CSA C22.2 Nos. 60101-1 and 61010-2-045. 4.Chamber and cycling must be appropriate for multiple use, including sterilization of bedding. Temperature settings for cycles must be able to accommodate 219 to 275 degrees F. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
