- HQ ACC AMIC intends to award a Firm Fixed Price contract to Rally Point Management, LLC, a Service-disabled Veteran-Owned Small Business, IAW 10 USC 2304(c) as implemented by FAR 6.302-5, Authorized by Statute to provide realistic training, exercise and test events for the war fighter, primarily MQ-1B Predator and MQ-9 Reaper aircrews. Specific requirements include providing ground personnel to act as simulated Intelligence, Surveillance and Reconnaissance (ISR) targets; Joint Terminal Attack Controller (JTAC) personnel for conducting Battlefield Air Operations training activities, and directing aircraft Multi-Spectral Targeting System (MTS) Electro-Optical; and directing Infrared sensors onto ground targets during RPA aircrew training. Performance will take place at Creech AFB, NV; Holloman AFB, NM; Nellis AFB, NV; Davis Monthan AFB, AZ and other locations in the Continental United States (CONUS) identified by the COR. The period of performance is 17 Sep 2011 - 17 Oct 2011 with two (2) one month option periods. The NAICS code for this procurement is 611430, Professional and Management Development Training. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above. Information received by 1200 EDT on 29 Aug 2011 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition.
