- The Forest Service is seeking offers for Presale Timber Services on the Chumstick and Natapoc Ridge Timber Sale Projects. Initial awarded work shall be compelted by June 30, 2012, with optional work if awarded to be completed by July 2013. The performance based services being requested will have optional items. The Contractor shall furnish all labor, quality control, equipment, supervision, transportation, operating supplies, and incidentals, except those items listed as Government Furnished Property. This project consists of layout, traversing, painting and posting proposed cutting unit boundaries, performing cruises to determine tree volumes and tree quality, and tree marking on the Chumstick and Natapoc Ridge Timber Sale Projects or Stewardship Projects on the Wenatchee River Ranger District in Leavenworth, Washington. The end results required under this contract is to layout, mark, cruise, post and GPS to the standards included herein and to the standards stated in the Timber Cruising Handbook (FSH 2409.12) and in the Government's Quality Assurance Plan. Personnel Qualifications: The following MINIMUM combinations of experience and education are required for crew leaders and inspectors. The following MINIMUM combinations of experience and education are required for crew leaders. A season equates to greater than 90 days; Minimum 2 seasons experience with no additional Forestry education; Minimum 1 season experience with 1 year Forestry technician student; or Minimum 0 seasons experience with 3 years Forestry student. A "crew leader" is the individual responsible for field operations in accordance with the accuracy standards. Crew leaders shall have a minimum of 50% of the require experience in Cruising and 25% in Tree Marking. A crew leader may also serve as the inspector as required for Contractor self inspection. An "inspector" is the individual responsible to insure contract specifications are being met. The Contractor's cruisers must be certified by the Forest Service prior to be able to cruise timber, to Region 6 requirements, on any task order placed against this contract. The Contractor must provide proof of the certification prior to any award when cruising is issued. Location and Descriptions: Project work areas are located on the Wenatchee River Ranger District of the Okanogan-Wenatchee National Forest. Site-specific maps, legal description and other specific information to task order will be furnished with the solicitation. This is a Small Business Set Aside under NAICS 115310 with $7.5 million gross receipt per year. Solicitation will be available on or about August 26th.
