Washington Avenue, Scranton, PA 18503.Steamtown National Historic Site has a building automation system with DDC controls comprised of:"One (1) Apogee Operator Work Station"Seventeen (17) Modular Building Control Panel"Seventy-One (71) Electronic Control DevicesThe system and the majority of its devices are proprietary to Siemens Building Technologies, Inc. Companies submitting bids must provide proof that they are certified or the individual performing the work is certified, by Siemens Building Technologies, Inc., to work on Apogee Building Automation Systems. The computerized software components and programs cannot be interchanged with any device or component manufactured by another company. Any software upgrades, graphic displays, or programming changes must be performed by the certified technician.Upgrades to the system operating software shall be provided at no cost and within a reasonable time after the software version release date. A qualified technical representative of the Apogee Building Automation System shall provided training on software and program updates to Park employees trained as Siemens Apogee Workstation Users. Companies desiring to submit a bid for this service must be capable of trouble shooting the system with remote diagnostics enabling faster response time to trouble calls and the opportunity to addresses system problems without the need to dispatch a technician.The Building Automation Preventative Maintenance agreement shall ensure all building automation controls, devices and software systems operate at peak levels, reduce operating costs and minimize downtime of equipment. The Preventative Maintenance Agreement shall include, but not necessarily be limited to, the following:"A monthly visit by a qualified technical representative to inspect and evaluate all control devices, components and software in order to address potential problems before they impact building performance.oProvide repairs or replacements for all devices, components or software found to be defective, showing signs of failure or otherwise requiring repair or replacement.oIdentify problems with the system or reductions in system efficiency.oProvide a detailed report listing all anomalies, repairs, replacements or other corrective actions taken. The report shall include the time and date of the action and the name and telephone number of the technician.oProvide expertise to modify, update, and write programming necessary to adapt changing control strategies.oProvide instruction and training to operators on any modifications or alterations to the system.oProvide telephone support to service technician while on-site troubleshooting and diagnosing."Ensure a safe, comfortable and secure environment for occupants."Provide updates, patches or preventative maintenance on software."Provide data protection and data recovery for automated controls systems, including routine on-site backups and quick recovery if data is lost or corrupted for any reason."Provide a detailed report after any visit, or remote response or any other action taken in regard to the Apogee Building Automation System. The report shall list anomalies, repairs, replacements, upgrades or other actions taken. The report shall include the time and date of the action and the name and telephone number of the technician."Provide instruction and training to operators on any modifications or alterations to the system."On-Call Response: Provide on-call response 24 hours per day, 7 days per week. System and software troubleshooting and diagnostics will be provided remotely, when possible, to ensure quicker response to emergency service requests and to reduce downtime costs and disruption."Critical Emergency: A failure of any device, component or software that affects the operation of an entire section of a building or place the facility at high risk shall be considered critical emergencies. Authorized personnel of the Park shall determine whether or not a situation is a Critical Emergency.oEmergency Online or Telephone Response: Respond within 4 hours after notification of a Critical Emergency by an authorized National Park Service (NPS) employee, or a designated representative of NPS. Emergency online or telephone response shall be available 24 hours per day, 7 days per week. oEmergency Onsite Response: Respond the next-business-day between the hours of 8:00 A.M. and 5:00 P.M., local time, after notification of a Critical Emergency by an authorized NPS employee, or a designated representative of NPS. Emergency onsite response shall be provided 24 hours per day, 7 days per week."Repair and Replacement Services: Provide in the Bid for labor and material that may be required to repair or replace any device, component or software required to maintain the Building Automation System in peak operating condition. Items not covered will be brought to the attention of Steamtown NHS. Estimates for unforeseeable repairs or component replacements not covered under this agreement shall be submitted to the NPS for review and approval prior to performing any work or acquiring any materials, devices or components."Provide software and documentation on updates to existing system software in a timely manner after updates are available.
