Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Adsystech Inc to upgrade the fire alarm and mass notification system of the existing Honeywell Notifier Fire Warden System currently installed and fully operational at the Mississippi Laboratory in Pascagoula, MS. The upgrade and expansion would include the Mississippi Laboratory building, as well as installing a complete fire alarm mass notification system to in the warehouse, external storage, and harvesting buildings which would be fully integrated and networked into the Mississippi Laboratory Honeywell Notifier Fire Warden System. It would also extend the existing fiber optic backbone from the warehouse building to the harvesting building. The NAICS Code for this action is 541513. A sources sought notice was posted to FedBizOpps on July 25, 2011 and closed on August 5, 2011. No responses were received. Adsystech Inc designed and installed the entire 198-point fire alarm notification system in the Mississippi Laboratory. The vendor has all the design and construction criteria as well as hands-on knowledge and experience of the complete installed system in its current configuration. These facts allow the vendor to make the best equipment selections and design the best solution for the proposed new system o the warehouse and harvesting buildings to have a reliable, fully functional, campus-wide fire alarm mass notification system spanning all facilities. They also installed the original fire alarm system at the warehouse years ago, so they have design criteria and knowledge of the interoperability of how the existing equipment will operate and be configures to integrate with the new mass notification equipment, along with the equipment that will need to be replaced to facilitate the desire result of a campus-type operating environment. This vendor will provide the best value to the government with regard to completed system functionality and reliability from a campus-wide perspective. The vendor technicians are very knowledgeable, thorough and responsive in resolving issues encountered on the new laboratory construction project. The technicians also currently provide 24/7/365 off-site monitoring of fire alarm activations and system for the Mississippi Laboratory.
