Description
The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to University of Illinois at Chicago Department of Economics Health Policy Center located at 601 S. morgan Street Chicago, IL 60607-7121. This is a special notice to determine the availability of potential vendors that can provide the necessary technical expertise for the NCCDPHP Office of Smoking and Health. This project will examine the financial and health effects of the above-named changes in Arkansas' tax policy and public health funding. Because tobacco is used disproportionately by lower-income individuals, some believe that tobacco tax increases are inherently regressive. However, tax increases decrease tobacco use, with a larger effect on lower-income individuals. Further, in Arkansas, the new revenue will be returned to lower-income families via ARKids First. Therefore, there may be an overall financial and health benefit to Arkansas' poorer families. The objective of this project is to review available evidence to determine the overall effects and effects on socioeconomic disparities in tobacco consumption and receipt of basic health services. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR PART 6.302-1; 4202 Clinger-Cohen Act of 1996. Contractors interested in this requirement should submit a CAPABILITY STATEMENT THAT MUST DEMOSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements shall include the following information: company name, address, point of contact, phone/fax/email, and business size and status. Responses must be received by 2:00 p.m., Eastern Standard Time, September 6, 2011. Responses should be submitted to: Matthew Ellington 2920 Brandywine Road N.E. M/S E-01 Atlanta, GA 30341. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
