- THIS IS A COMBINED SYNOPSIS/SOLICITATION for non-personal services items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this solicitation. This announcement constitutes the only publication. A written solicitation will not be issued. All responsible sources may submit a response which, if timely received must be considered by the agency. The solicitation number M67001-11-Q-0271 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This solicitation is a 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 811213. The small business standard is $10 million. The Marine Corps Installations East Contracting Department, Camp Lejeune, North Carolina 28547 has a requirement for: A MAINTENANCE SERVICE AGREEMENT TO PROVIDE COMPREHENSIVE MAINTENANCE FOR CCTV. THIS REQUIREMENT IS FOR A BASE YEAR AND FOUR (4) OPTION PERIOD YEARS. (See attached Statement of Work.) CLIN 0001: MAINTENANCE SERVICE AGREEMENT TO PROVIDE COMPREHENSIVE MAINTENANCE FOR CLOSED CIRCUIT TELEVISION (CCTV) SURVEILLANCE, MEDIA MANAGEMENT, INTERCOM, AND TELEVISION DISTRIBUTION FOR TWO (2) SCHOOLS (JOHNSON PRIMARY AND BITZ INTERMEDIATE) LOCATED ON CAMP LEJEUNE, NC FOR A PERIOD OF 12 MONTHS (BASE YEAR). CLIN 1001: SAME AS ABOVE FOR 12 MONTHS (OPTION ONE) CLIN 2001: SAME AS ABOVE FOR 12 MONTHS (OPTION TWO) CLIN 3001: SAME AS ABOVE FOR 12 MONTHS (OPTION THREE) CLIN 4001: SAME AS ABOVE FOR 12 MONTHS (OPTION FOUR) THE PERIOD OF PERFORMANCE FOR BASE YEAR IS FROM 22 SEPTEMBER 2011 THROUGH 21 SEPTEMBER 2012; OPTION ONE: 22 SEPTEMBER 2012 THROUGH 21 SEPTEMBER 2013; OPTION TWO: 22 SEPTEMBER 2013 THROUGH 21 SEPTEMBER 2014; OPTION THREE: 22 SEPTEMBER 2014 THROUGH 21 SEPTEMBER 2015; OPTION FOUR: 22 SEPTEMBER 2015 THROUGH 21 SEPTEMBER 2016. The Government will award the contract to the quoter that offers the lowest price technically acceptable to the Government. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offers--Commercial Items; FAR 52.212-3 Offeror Representations and Certifications--Commercial Items; FAR 52.212-4 Contract Terms and Conditions--Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders--Commercial Items; FAR 52.219-6 Notice of Total Small Business Set-Aside; FAR 52.204-7 Central Contractor Registration; FAR 52.222-41 Service Contract Act. The following Defense Federal Acquisition Regulation Supplement ( DFARS) clauses are applicable to the acquisition: 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFARS 252.225-7000 Buy American Act-Balance of Payments Program Certificate; DFARS 252.225-7001 Buy American Act and Balance of Payments Program; DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items; and DFARS 252.232-7003 Electronic Submission of Payment Requests. QUOTER SHALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 OR ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) RECORD WITH THEIR QUOTE. ORCA is located at http://orca.bpn.gov. The Quoter is required to provide their Contractors ™ DUNS Number and Commercial and Government Entity (CAGE) code with their quote. SITE VISIT will be done on 1 SEPTEMBER 2011 at 0900 hours (9:00 a.m.) ( EST). Location will be at Johnson Primary, 2027 Stone Street, Camp Lejeune, NC.
