- The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with FEV, Inc. (FEV) to provide the U. S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality's National Vehicle and Fuels Emissions Laboratory (NVFEL), Advanced Technology Division (ATD) with engineering support for an additional 11,350 level of effort labor hours to be utilized under the current contract EP-C-07-069 which expires September 30, 2011. The additional level of effort will support engineering services through January 31, 2012. The contractor shall provide services to support ATD with engineering support related to: • Development and Evaluation of Series Hydraulic Hybrid (SHH) drive train technology integrated into a light-duty demonstration vehicle • Research and evaluate light-duty vehicle (LDV) components for mass-reduction potential, considering cost-effectiveness and feasibility, manufacturability, and safety while maintaining the performance of a base vehicle • Continue design and testing of advanced engine technologies developed by EPA for use in the Agency's non-electric hybrid prototype vehicles EPA believes that FEV, with its experience in working the current contract, is uniquely qualified for this short term additional effort and the only responsible source because it possesses the resources and personnel to support ATD projects. The current projects are on-going and need support during the transition period until the new contract is awarded. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is October 1, 2011.
