Aviation Blvd., Suite 2133-A8, El Segundo, CA, 90245-2808 Contracting Officer Maria Jimenez, SMC/PKJ, (310) 653-9518 Description Classification Code: 18 - Space Vehicles NAICS Code: 517919 - All Other Telecommunications (size standard: $25M) Synopsis: This Sources Sought is being provided to survey industry and for planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. Market Research Questionnaire: In an effort to help with our research on a reasonable small business participation goal, this Request for Information (RFI) is seeking the following information from industry. This RFI request is intended strictly for Market Research. 1. Is your company planning to bid for the CCS-C Production and Sustainment Contract (CPASC) as a prime or a subcontractor? If as a prime, answer questions #2-8. If as a subcontractor, answer questions #2 and #9-10. 2. Is your company a small business? Provide the applicable North American Industry Classification System (NAICS) code. 3. Provide a list of the general functions that will be performed using in-house capability. Provide the applicable NAICS code for each general function. 4. Considering the entire effort, what percentage of the work will be performed using subcontractor capabilities? 5. Provide a list of the general functions that will be performed using subcontractor capability. Provide the applicable NAICS code for each general function. 6. Considering the work to be subcontracted, what percentage of the work will be subcontracted with large businesses? Provide the applicable NAICS code for each general function. 7. Considering the work to be subcontracted, what percentage of the work will be subcontracted with small businesses? Provide the applicable NAICS code for each general function. 8. Considering the work to be subcontracted to large businesses, describe the impediments that prevent these functions being subcontracted with small businesses. What can be done to overcome these impediments? 9. Considering the entire effort, what percentage of the work will your company perform? 10. Provide a list of the general functions that will be performed using your company's capabilities. Provide the applicable NAICS code for each general function. Responses to this RFI are to be submitted no later than 31 August 2011 at 5 pm (PST). All responses to this RFI shall be submitted to the CPASC Workflow at mcc.cpasc.workflow@losangeles.af.mil All questions related to this RFI shall be submitted in writing to the email addresses above and shall include an email address of the requestor. Responses from small and small disadvantaged businesses are highly encouraged. Any information provided by industry to the Government as a result of this notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a respondent's submission or the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of an acquisition strategy and future RFP. Demonstrations and Tours: As a follow-on to the Industry Day on 14 Jun 2011, the Command and Control System Consolidated (CCS-C) System Program Office (SPO) is organizing system demonstrations and tours of the simulators at Vandenberg Air Force Base (VAFB) to interested parties from 20-23 September 2011. Each attending company will view a one-day showcase of the system and participate in a half day exhibition of the simulators. All travel and related costs to attend this event are solely at the expense of the interested party. Interested companies must RSVP to the CPASC Workflow at mcc.cpasc.workflow@losangeles.af.mil no later than 31 August 2011 at 5 pm (PST). No calls please. E-mail shall identify the name of the company and the name and title of those individuals participating. At this time, a maximum of 5 attendees per company will be allowed. If there is an overwhelming response, the SPO reserves the right to reduce the number of participants allowed per company; in that case, all parties that have sent an RSVP will be notified no later than 7 September 2011. After RSVPs are received, participants will receive additional information, such as your company's specific demonstration and tour schedule, visit request details, and other pertinent information for your visit to VAFB. This tour is not mandatory for participation in the CPASC process. It is meant as an optional informational meeting to demonstrate the CCS-C system, which will be sustained under the CPASC contract. Responses from small and small disadvantaged businesses are highly encouraged. The tour is structured to allow industry representatives to ask questions of operators and SPO representatives about technical aspects of the system and its day-to-day usage.
