Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Biosystems, LLC. (ABI), 850 Lincoln Centre Drive, Foster City, California 94404-1128 to procure the following: 1. Item 0001: Personal Genome Machine (PGM) Sequencer, Part Number: 4462917, Quantity: One (1) Each. (Trade-in for DNA Analyzer, Model 3730XL.) 2. Item 0002: Torrent Server, Part Number: 4462918, Quantity: One (1) Each. 3. Item 0003: Ultra -Turrax Tube Drive from IKA For PGM, Part Number: 4464747, Quantity: One (1) Each. 4. Item 0004: Template Preparation Tubes, Part Number: 4400401, Quantity: Two (2) Each. 5. Item 0005: FG, KIT Solid Emulsion Collection Tray, Part Number: 4415129, Quantity: Two (2) Each. 6. Item 0006: Ion OneTouch System, Part Number: 4470001, Quantity: One (1) Each. 7. Item 0007: PGM Starter Kit, Part Number: 4470027, Quantity: One (1) Each. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. The PGM System will reduce hands-on time as little as 5 minutes and total time to less than 3 hours which is 3 times faster than with standard template methods. The Applied Biosystem's Personal Genome Machine (PGM) is simpler, more cost effective, and more scalable than any other sequencing technology. The PGM sequencer is a bench top system utilizing ground breaking and disrup¬tive semiconductor technology that enables rapid and scalable sequencing experiments. The technology uses a massively parallel array of proprietary semiconductor sensors to perform direct real time measurement of the hydrogen ions produced during DNA replication. A high-density array of wells on the Ion semiconductor chips provide millions of individual reactors while integrated fluidics allow reagents to flow over the sensor array. This unique combination of fluidics, micromachining, and semiconductor technology enable the direct translation of genetic information (DNA) to digital information (DNA sequence) rapidly generating large quantities of high quality data. ABI is the sole distributor of this machine. The parts are unique to these instruments and cannot be substituted by other vendor parts. Industry Classification (NAICS) Code is 334516, with size standard of 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 25, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
