This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a "request for quotations (RFQ)." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR part 12. The associated North American Industrial Classification System (NAICS) code for this procurement is 541211 and the size standard is $8.5. The Department of Housing and Urban Development (HUD), Attn: OCPO, 451 7th Street, S.W., Room 5256, Washington, D.C., 20410 is seeking the service of a Certified Public Accounting Firm. The contractor shall provide attest and non-attest services to include but not limited to providing compliance reviews and monitoring, quality control testing and evaluation, internal controls evaluation, and reviews compliant with the Departmental Management Control Program (Handbook 1840.1). It is the Offerors responsibility to monitor the FedBizOpps website for the release of any amendments to this quotation. (SEE ATTACHED PERFORMANCE WORK STATEMENT) All interested companies shall provide "quotation(s) and proposals" for the following: (SEE ATTACHED FORM FOR QUOTE) Technical Evaluation: The government will evaluate information based on the following evaluation criteria: "(1) technical capability factor "meeting or exceeding the requirements, (2) price, and (3) past performance". Award shall be made to the "Offeror" whose "quotation," Offers the best value to the government, considering technical capability, price, and past performance." (SEE ATTACHEDM PAST PERFORMANCE EVALUATION SURVEY) Period of Performance: The period of Performance is September 21, 2011 through September 20, 2012. Delivery: The delivery/task order period of performance is Base plus two 12 months.
