Description
THIS IS A SOURCES SOUGHT NOTICE ONLY AND NOT A REQUEST FOR PROPOSALS OR QUOTES. NO PRICING SUBMITTED WILL BE ACCEPTED FOR USE WHEN/IF A SOLICATION SHALL COME OUT OF THIS NOTICE. The Department of Veterans Affairs (VA) has a requirement to collect blood samples from veterans across the nation for the Million Veteran Program without requiring the Veteran to go to a VA medical center if is not convenient; Therefore, the contractor shall have a nationwide presence. Additionally, the contractor shall have CLIA certified labs and VA pathology and Laboratory Medicine requirements. The contractor awarded a contract under a proposed solicitation would be required to provide a Business Process Analysis(BPA) detailing the procedures to successfully meet the proposed scope to include a detailed plan of how they would accomplish the logistics of the whole process, which may include getting info from the VA on which Veteran will go to a particular Vendor site, how to schedule that appointment, how to determine the identity of that participant, how to make sure the blood sample is kept secure during shipping, etc. Upon approval of the Business Process Analysis, the contractor would set-up a pilot site to test the process analysis before executing and collecting samples throughout. Samples collected would be sent to the Boston Massachusetts Area Veterans Epidemiology and Research center which has the capability to store a million samples. The period of performance would be 12 months; (2 months BPA, 4 Months Pilot Site set-up, 6 months Blood collection and shipment from sites to Boston VA) The intention of this notice is to seek sources that could potentially provide these services. Firms with interest and capability to respond to this requirement should develop short narrative capability statements and past performance history of similar requirements including relevant experience and other information indicating and evidencing capability to successfully meet the aforementioned requirements.
