Description
Notice of Intent to Award a Sole Source Order for Firearms The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source contract in accordance with the simplified acquisition procedures set forth in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) to SIG SAUER INC. (SIG) for firearms in support of the Office of the Inspector General (OIG). The firearms shall have the following technical specifications and salient characteristics: DESCRIPTION: SIG Sauer Model P229 Semi-Automatic Pistol (P229); E29R-357-BSS-G; Caliber.357 SIG; DA/SA old style Alloy Frame; Stainless Slide; Black Nitron Finish; DA/SA Trigger; Supplied with three MecGar twelve (12)-round magazines and Trijicon three (3) Dot (White ? Glow Green) Night Sights; Milled locking inserts; and, Manufacturer carry case. Pricing shall include armor certification and training, as well as add-on three (3) day conceal weapon carry course for up to ten (10) total armors/instructors.PARTS: 100 ? 229 recoil springs; 100 ? 229 spring kits; 100 ? 229 extractors; 100 ? 229 extractor springs; 20 ? grip kit 229-40/357-DA/SA; 200 ? hex grip screws; 10 ? front night sight #8; 10 ? front night sight #6; and, 10 ? night sight rear. SALIENT CHARACTERISTICS: 1. The pistol must be a.357 SIG caliber, double action, semi-automatic, and recoil operated.2. The pistol must be in serial production and commercially available.3. The pistol must be capable of being fired without the manipulation of an external safety or cocking lever.4. The normal function of the pistol shall be single action with double action available for the first shot or second primer strike in case of a failure to fire.5. All pistols must meet the following dimensional requirements: height ? five and a half (5.5) inches maximum; weight unloaded - 32 ounces maximum; overall length ? seven and a half (7.5) inches maximum; barrel length ? three and a half (3.5) inches maximum; four (4) inches maximum; and, magazine capacity - 12 rounds minimum and 14 rounds maximum.6. The pistol must be operable by a right or left handed user, firing with the right or left hand, depending on handedness.7. The pistol shall be furnished with a dark, subdued and corrosion resistant finish.8. The pistol must allow for the lowering of the hammer from a cocked position to an un-cocked position without manipulation of the trigger while ensuring that a chambered round will not fire.9. The feed ramp must reliably feed issued ammunition without modification. The ammunition utilized will be CCI/Speer.357 SIG caliber cartridge, catalog #53918.10. The pistol must allow for complete loading, unloading and clearing without manipulation of the trigger.11. The pistol must be able to be fired without a magazine inserted into the weapon.12. All safeties must be internal and passive with the exception of an external decocking lever. An inertial interlocked firing pin will be the primary safety to positively prevent movement of the firing pin unless the trigger is pulled completely through its entire length of travel.13. The decocking lever must not be a combination safety-decocking lever. It must be externally frame mounted, and must not be placed within the grasping groove area of the slide.14. Field stripping the pistol must not require the use of a tool.15. Field stripping must begin with the slide locked to the rear and must not require trigger manipulation.16. The pistol must be incapable of improper assembly (at the field stripping level) to the detriment of functioning or safety.17. The locking and unlocking surfaces must be made of steel.18. The double action trigger pull must not weigh more than fourteen (14) pounds and not less than nine (9) pounds.19. The single action trigger pull must not weigh more than six (6) pounds and not less than three and a half (3.5) pounds.20. The trigger cannot be wider than the trigger guard.21. The trigger must have a smooth face.22. The trigger must be free of perceptible creep.23. The trigger must be free of perceptible over-travel (i.e., backlash).24. The trigger must uniformly rebound.25. The trigger must not pinch the trigger finger between the trigger and the side of the frame or between the trigger and the inside bottom of the trigger guard.26. The sights must be drift adjustable and ballistically compatible with the issued ammunition (as specified in item 9).27. The pistol must have luminous night sights, one (1) front sight, two (2) rear sights, which appear as three (3) illuminated dots when the weapon is held at arm?s length.28. Night sights must have a minimum half-life of five (5) years.29. The illuminating materials for the night sights must comply with Nuclear Regulatory Commission standards.30. The hammer must be exposed.31. The hammer must not release under the force applied to the rear-most part of the hammer spur and tangential to the hammer?s arc.32. The frame must have a beveled magazine opening for ease and speed of reloading.33. The magazine must fall free (unloaded) when the magazine catch is activated.34. The magazine floor plate must be impact resistant to prevent deformation.35. The floor plate of the magazine must be removable and have a rounded, extended leading edge for verification or magazine retention, as well as, forced magazine removal from the pistol.36. The pistol must eject cartridge cases at a consistent angle.37. The shooter should not be struck by ejected cartridge cases. SIG is believed to be the only source capable of providing the EPA these items for the following reasons: (1) this procurement will complete a previous order of P229 pistols to all Office of the Inspector (OI) criminal investigators, and in doing so finalize OI?s single shooting system and weapons platform safety requirements; and, (2) SIG?s product line contains the only pistol in production having traditional law enforcement tested and all required safety features as stated above. The EPA intends to purchase these items directly from the manufacturer, SIG. To the Government?s knowledge, no other distributor is able to meet the technical specifications and salient characteristics stated above, and more specifically, no other distributor is able to provide a comparable limited lifetime warranty for the pistols under a direct purchase from SIG. The warranty shall cover the firearm for 20,000 rounds or five (5) years, whichever is longer, from date of acceptance. During the period of warranty, the manufacturer will be responsible to repair/replace the firearm due to defects in material or workmanship. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that SIG is the only source that meets the Government?s requirements. No other source has been located which can provide the items, as specified, that are required. Notwithstanding, any firm that believes it is capable of meeting the EPA?s requirement, as stated herein, may submit its capability by 2:00 PM ET on Monday, 29 August 2011, which may be considered by the Government. A determination not to compete the contract based upon the responses to this notice is solely within the discretion of the Government.
