- Description
- The U.S. General Services Administration has a requirement for construction administration services for an MCC, XFMR & Panel Replacement construction project at the U.S. Custom House in Philadelphia, PA. U.S. International Services LTD designed this project. Under FAR 6.302, an agency can procure services sole source when there is only one responsible source. In order to have the designer performing construction administration services for this project, this solicitation will only be sent sole source to the designer U.S. International Services LTD. U.S. International Services LTD is the only responsible source for construction administration services, which includes approving submittals for the design, because they are the only firm that designed this project and thus understands all aspects of the design. Any other source would require re-development of the original concept design, which would impact the schedule and be cost prohibitive. Due to their recent performances and experience, familiarities and knowledge of the building, its operations, infrastructure and systems, time constraint and limited available funding, U.S. International Services LTD is the only responsible source for this requirement. The proposed contract action is for A/E services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
