Description
Background: The Maintenance Support Device-Version 3 (MSD-V3) system, the At-platform component of the Integrated Family of Test Equipment, is the Army's fifth generation general purpose standard automatic test equipment. It is used throughout the Department of Defense (DoD) at all levels of maintenance to test and diagnose the Army's highly complex communications and electronic equipment, missile, aircraft, and ground vehicles to identify failed line replaceable units (LRUs). DoD maintainers also use the MSD to host Interactive Electronic Technical Manuals and/or specific application software and to upload/download mission data or software to weapon systems. Scope: The included System Specification Assessment establishes the current performance requirements for the MSD-V3 Kit and optional accessories needed to support communications, missiles, aircraft, ground vehicles, and electronic equipment in the U.S. Army. The purpose of this RFI is to explore potential capability enhancements of the MSD Kit, receive recommendations for additions, deletions, or merging of MSD capabilities, and assess commercial technologies that may emerge over the next seven years. The MSD is an industrially rugged commercial-off-the-shelf diagnostic equipment that hosts software and controls peripheral hardware to perform testing of DoD systems in harsh environments. Vendors are encouraged to place recommendations, suggestions and/or other ideas with respect to the performance requirement in the System Specification Assessment Comments column. New or emerging technologies that are recommended may be addressed or shown by attaching the suggested requirements or specifications to the System Specification Assessment in similar format or as an information paper. For any new or emerging technology, request that a cost and risk factor be provided in order to help determine the associated risk of implementation. Information - Requested From Suppliers: Interested sources should submit their responses in writing, electronic submission preferred, no later than 16 Sep 2011. This is an RFI and not a request for proposals. Nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as result of this RFI. Companies responding to this RFI shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. All information received in response to this announcement will be kept confidential. If the information contains proprietary/competition sensitive material, the responses should be marked accordingly. The submitted responses should include answers to Technical Risk, Cost Estimate and Comments listed in System Specification Assessment of appendix A.
