Wage Determination Statement of Work Protocol 1 Disinfectant Study Please return pages 1-4 PART I - The Schedule SECTION A - Solicitation RFP This is a combined synopsis/solicitation prepared in accordance with FAR 12 & 14 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. BIDS ARE BEING REQUESTED AND NO OTHER WRITTEN SOLICITATION WILL BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. Applicable FAR clauses are incorporated by reference and may be viewed on the website www.arnet.gov/far and http://www.da.usda.gov/procurement/policy/agar_x/agar02/subchaph.html SECTION B - Supplies or Services - Prices/costs Item Description Quantity Unit $ Total 001 Protoco1 1 EA SECTION C - Description/Specifications Protocol 1: Disinfectant study A service contract will be established with a private, microbiology lab to conduct a disinfectant study. The target bacteria will be Bacillus subtilis, and the target fungus will be Phytophtora ramorum, which is a plant pathogen that requires an APHIS permit. The USDA-ARS lab in Fort Detrick, MD will provide a P. ramorum isolate cultures (NA-1) for disinfectant testing. All disinfectants will be supplied to the lab by Intelagard. The tests will quantify, based on log10 colony forming unit counts (CFU), the disinfectant efficacy when applied to a glass surface. The study will include a batch study, two pilot studies, and a final disinfectant test, which are described below. Batch study Conduct a batch study to test for efficacy differences between two disinfectant batches. Test will include one disinfectant applied as a liquid spray on a glass slide for Bacillus subtilis efficacy for two exposure times (baseline and 15 minutes) for 10 samples. Total samples = 2 batches x 2 exp. times x 10 samples = 40 samples. Pilot Studies Test chlorine dioxide at 200 ppm on glass slides, with microbes in dried state, for the following variables. Surfactant type and concentration will be selected before the test and included into the formulations that will be sent to the microbiology laboratory. Test 2 microbes, 3 surfactants, 2 times (untreated and 15 minutes), 2 pH levels (> 7 pH and 7 pH). Two pilot studies Bacillus subtilis test - 3 surfactants × 2 pH levels × 2 times × 5 replicates = 60 samples P. ramorum (NA-1 isolate) test - 3 surfactants × 2 pH levels × 2 times × 5 replicates = 60 samples. Total sample size = 120 samples for B. subtilis and P. ramorum tests. Quantify number of viable CFU's (log10) for each test sample. Final disinfectant study Select the best surfactant and best pH level from previous test to be included in the final study. A = Microbe 1. B. subtilis 2. P. ramorum B = Oxidant Rates 1. 0 ppm 2. 200 ppm 3. 500 ppm C = Organic Challenge 1. 0% calf serum 2. 5% calf serum 3. 10% calf serum 4. 15% calf serum D = Time 1. baseline 2. 5 minutes 3. 10 minutes 4. 15 minutes Samples needed 2 microbes x 3 oxidant concentrations × 4 organic challenges × 4 times × 10 replicates = 720 samples Total number replicates used in this evaluation = 40 replicates for batches + 120 pilot study replicates + 960 final study = 1120 samples. Quantify number of viable CFU's (log10) for each test sample.
